About this file

This attachment document outlines the firm and team experience requirements for a state or local contract opportunity involving biological monitoring services. Proposers must demonstrate their experience through responses to three specific questions addressing long-term, large-scale biological monitoring efforts on active construction sites that comply with the Endangered Species Act (ESA), Marine Mammal Protection Act (MMPA), and similar protective legislation. The document specifies that project examples must have been completed within ten years from the RFP date, with a maximum of three project examples provided per question. Responses are limited to one page per question and must include information regarding construction activities, monitoring methodologies, and monitoring conditions.

The second question requires proposers to provide an actual biological monitoring report from a project completed within the last five years that demonstrates compliance with ESA, MMPA, or similar species protection legislation. The third question requests that proposers describe specific observation and shutdown protocols they would implement if marine mammals or endangered species are discovered within the designated project area. The same project may be referenced across multiple questions if applicable, and shorter-duration project experience is acceptable if long-term project examples cannot be demonstrated. These requirements establish baseline qualifications for firms bidding on work that involves species protection compliance during construction activities.
