The solicitation includes preference considerations for goods produced or offered by Texas bidders, service-disabled veteran-owned businesses, and various other set-asides including agricultural products, recycled materials, energy-efficient products, and economically disadvantaged or blighted areas. Bidders must certify eligibility to participate, compliance with state statutes and procurement rules, non-listing on the federal terrorism watch list, and agreement that any contract payments will be applied toward delinquent debts owed to the State of Texas. Security procedures are required for all deliveries to TDCJ facilities, including staff escort requirements, vehicle inspections, prohibition of contraband, appropriate attire standards, and restrictions on ex-inmates and minors on TDCJ property.
