About this file
Summary
This is an Invitation for Bids (IFB) issued by the Texas Department of Criminal Justice (TDCJ) Contracts and Procurement Department for the establishment of a purchase order for plumbing parts procurement. The solicitation was issued on November 5, 2025, with a bid opening scheduled for 3:00 PM on November 20, 2025 (Solicitation Number IM235099). The TDCJ is requesting bids for four plumbing part items: 40,000 units of a 1.6 GFF closet flush valve (concealed, 11-3/4" length) manufactured by Sloan Royal; 35,000 units of a dual temperature metering valve with pushbutton assembly manufactured by Milloughby; 15,000 units of a beehive urinal strainer assembly (1-1/2" drain outlet diameter) manufactured by American Standard; and 15,000 units of a tubular P-trap (1/1/2" chrome plated, 17 gauge with D/C zamac nut). All items are to be delivered to the TDCJ Luther Stainless Steel Factory located at 1800 Luther Drive, Navasota, Texas 77868. Electronic submission is the preferred method, with bids to be submitted to bids@tdcj.texas.gov with the solicitation number in the email subject line. Hard copy submissions must include one original signed paper copy. The deadline for all questions is November 12, 2025, at 3:00 PM (CST), with answers posted as an amendment on November 13, 2025.
Bidders must provide quotes with freight prepaid and allowed on an FOB destination basis, with delivery timeframes to be specified by the vendor. The State reserves the right to make awards based on low item bid, low total of items, or any combination serving the best interest of the State, and reserves the right to accept or reject any or all bids. Bid prices are requested to be firm for TDCJ procurement for thirty days from the response due date. No set-asides or incumbent information is specified in the solicitation. Bids must comply with all applicable Texas laws and regulations, including preference requirements for Texas-produced or grown goods, recycled materials, and products from economically depressed areas. Bidders must certify compliance with suspension, debarment, and terrorism-related restrictions, and acknowledge terms including indemnification, Material Safety Data Sheet provision, and public information act disclosures. All documents should be submitted in Microsoft Office formats or as Adobe PDF files, with responses limited to 10 MB per email attachment.
