About this file
DPS Online Bid Room Vendor Information
This document is instructional guidance from the Texas Department of Public Safety (DPS) regarding submission procedures for state and local contract solicitations through the DPS Online Bid Room platform. The document does not address specific products, services, quantities, response dates, site visits, or contract terms. Instead, it provides vendors with procedural requirements for participating in solicitations, emphasizing that submission through the DPS Online Bid Room is optional and subject to all terms and conditions outlined in individual solicitation packages. Vendors are instructed to thoroughly review each solicitation package, including all exhibits, before submitting responses in the form and manner specified by that particular solicitation.
The submission process requires two steps: vendor registration at https://texasdps.appianportalsgov.com/vendor-management (allowing up to two business days for credential receipt) and subsequent access to review opportunities and submit responses electronically. Vendors must adhere strictly to solicitation package requirements regarding form and delivery method, with failure to comply resulting in potential disqualification. The document emphasizes that late submissions are not accepted and that technical difficulties with the optional online platform do not constitute grounds for protest. Submissions via the DPS Online Bid Room receive automatic confirmation through the system, with no additional receipt confirmation required.
