About this file

This is an Invitation for Bid (IFB) document issued by the Texas Comptroller of Public Accounts Statewide Procurement Division (IFB No. 304T-26-065A2, Specification No. 065-05-26, revised September 2025) for the procurement of a trailer-mounted under-bridge inspection trailer. The specification defines minimum requirements for a tripleaxle, six-wheeled trailer unit capable of servicing more than 1,100 square feet of under-bridge area with a single deck placement. The unit must be operable by one person alone and designed for towing by a vehicle from the customer's fleet. The trailer must be constructed of high-quality, corrosion-resistant materials including welded rectangular steel tubing and aircraft-grade aluminum, with all exposed portions tolerating 100% relative humidity and adverse field conditions. The unit must meet Standard Compliance ANSI A92.8, with compliance certificates required prior to award. Reference models include the Anderson UnderBridge HP35 and Terex Hydra Platform HP35, or CPA-approved equivalents.

The trailer specifications include a minimum 18-horsepower gas engine, self-propelled hydraulic drive, level-sensing and load-sensing systems with visual and audible alarms, and minimum two automatic outriggers. The platform must extend a minimum of 35 feet in length, maintain horizontal orientation during operations, provide a minimum 17.5-foot drop depth, and support a minimum 1,000-pound weight capacity with 180-degree rotation capability. Additional requirements include a wireless remote with proportional paddles, quick-connect connections for water, electricity, and air, LED work lights for night operations, fall arrest anchor points, and raised turn signal markers. The contractor must provide eight-hour operator training on safety and operation at each delivery location, on-site preventative maintenance training within 30 days of delivery, and deliver comprehensive manuals in both paper and digital formats including illustrated parts lists, hydraulic and electrical schematics, operating instructions, and manufacturer-recommended service intervals. The unit must not exceed 35 feet in length, 8.4 feet in width, or 11 feet in height in travel position, and must weigh a minimum of 18,000 pounds.

UNDER-BRIDGE INSPECTION TRAILER

PART I

SPECIFICATION

1. SCOPE: This specification is to define the minimum requirements to purchase an under-bridge inspection trailer that enables operators to erect and extend the tower and platform over sidewalks and other barriers without restricting under bridge operations. The trailer-mounted under-bridge unit must come equipped with enough hardware and capabilities to service more than 1,100 square feet of under-bridge area with one deck placement. The unit must be capable of being operated by one person alone. The under-bridge inspection trailer described by these specifications must be tow vehicle type (supplied from current Customer(s) fleet).

The trailer combination will be capable of providing under bridge access for maintenance or renovation from a fixed point on a bridge deck. The under-bridge trailer and components must be designed and constructed of high quality, corrosion resistant, rugged materials suitable for use in a field environment and for ease of maintainability.

The proposed under bridge inspection trailer must meet or exceed the specifications listed in the text below. The unit provided must meet or exceed all Federal and State of Texas safety, health, lighting and noise regulations and standards in effect and applicable to equipment furnished at the time of manufacture. It is the intent of the agency to purchase goods, equipment and services having the least adverse environmental impact, within the constraints of statutory purchasing requirements, the agency need, availability, and sound economic considerations. Suggested changes and environmental enhancements for possible inclusion in future revisions of this specification are encouraged. Respondents are cautioned to read these specifications carefully. Units delivered as a result of this advertisement must fully meet all requirements of these specifications.

EXAMPLES :

Anderson UnderBridge HP35 Terex Hydra Platform HP35 or CPA approved equal.

NOTE: A unit furnished to this specification must meet Standard Compliance ANSI A92.8. A copy of the ANSI compliance certificate for each model must be provided to the agency prior to award.

2. GENERAL: The under-bridge inspection trailer must be a triple-axle, six-wheeled and equipped with a pintle-ring hitch that is on the same level and plane as the tow vehicle's hitch, so that the pulling force through the tongue to the trailer is horizontal when the vehicle-trailer system is on a horizontally flat surface. The trailer must be of durable construction, incorporating welded rectangular steel tubing and aircraft-grade aluminum to resist twisting and excessive deflections. The exposed portions of the system must tolerate 100% relative humidity (rain or spray) and all other adverse conditions, such as dust, shock, and vibrations, which may be encountered in highway operations. Trailer exterior must be painted manufacturer's bright white.

Yes No

2.1. Safety chains: Two (2) lengths of 9/32 inch Grade 80 alloy safety chain must be furnished. One end must be attached to each side at the tongue with a 9/32-inch coupling link to a 1/2-inch round stock formed in a loop and lap welded to the tongue on each side. The other end must be equipped with a latch hook 9/32-inch safety hook or equivalent that attaches to the hitch.

Yes No

2.2. The lighting system must include brake, backup, tail, and turn signal lights. The lighting system must be configured so that all of its signal lights act in concert with those of the tow vehicle. The unit must have a 7-way, RV type electrical plug.

Both rear brake lights and the backup lights must be of the LED type.
