About this file
This is Addendum 1 to RFQ 2026-Q01 issued by Hays County, Texas for Construction, Engineering, & Inspection (CE&I) and Testing Services Pool. The addendum modifies the original Request for Qualifications to establish a pre-qualified consultant pool for road improvement projects. The RFQ seeks firms capable of providing comprehensive services including labor, equipment, personal protective equipment, vehicles, document management, construction issue resolution, quality control, project inspections, and meeting facilitation. Proposals were originally due December 4, 2025, at 9:30 a.m. Central Time, with an anticipated contract award in January-February 2026. The evaluation process assesses firms based on their capacity to perform, project management philosophy, and company experience, with a maximum of 100 points available for scoring. Respondents can demonstrate qualifications through TxDOT pre-certified work categories or by providing examples of similar services.
The pool will operate on an as-needed basis with optional annual openings and reviews; selection does not guarantee contract awards but ensures Hays County can efficiently negotiate with competent firms when projects arise. The county encourages participation from Historically Underutilized Businesses (HUBs) and will consider bidders' responsiveness to HUB practices. Firms must comply with various state and federal requirements, including non-discrimination policies, debarment certifications, and provisions related to Israel and energy company boycotts. No specific contract values are stated in the addendum, and the procurement is open to qualified engineering and construction services firms that can demonstrate technical capabilities and meet the county's comprehensive service requirements.

Questions & Answers
Questions:
1. Can you please clarify the page limit? Item D page 9 indicates “SOQ/proposals shall not exceed forty (20) pages (10 sheets front and back) in length”
• The page limit is 20 one-sided pages (or 10 pages front and back).
2. Under Item B, Scope of Work (page 6) regarding the listed TxDOT pre-certifications: Are 14.1.1, 14.2.1, and 14.3.1 required for a CEI contract as they are typically design contract pre-certs? If they are required, can you please expand on the intended scope of work for each pre-cert.
• These certifications (14.1.1, 14.2.1, and 14.3.1) are not required.
3. Under Item B, Scope of Work (page 6) regarding the listed TxDOT pre-certifications: 15.2.1 Design and Construction Survey is now split into two, 15.2.1 Design Survey and 15.2.2 Construction Survey – are one or both required for this contract?
• 15.2.2 Construction Survey is required.
4. Are we permitted to include resumes in our SOQ? If so, can we include them in the Appendix (excluded from page count)?
• Resumes of key individuals that could potentially work under an executed contract MUST be included in the proposal.
• Those would be placed in the appendix.
5. Under Capacity of Perform, we are asked to include “information about the age and type of equipment you intend to use for this contract and any products use in the addressing and inserting process” – can you please expand on what you are looking for in regards specifically to this CEI contract?
• The following statement has been removed from the solicitation. “Include information about the age and type of equipment you intend to use for this contract, and any products use in the addressing and inserting process.”
6. Can you please clarify how many single sided pages are required for this submittal? The RFP states both 40 and 20 in the document.
• See Question 1.
7. I am seeking clarification regarding the electronic submission option of proposals as outlined in the Solicitation, which states: “Vendors must submit proposals as listed: One (1) original and one (1) digital copy on a thumb drive at the Hays County Purchasing Office at the address shown above or Electronically through BidNet Direct and one (1) hard copy at the Hays County Purchasing Office.” If submitting electronically, would you still require a hard copy to be delivered to the Purchasing Office? Additionally, how many hard copies are required if the proposal is submitted electronically, and is the thumb drive still necessary in this case?
• If you submit your proposal through BidNet Direct, one (1) physical copy of your submission (must match the online submission) is required to be delivered to the
Purchasing Office. If you submit online, the thumb drive is not necessary as a part of your physical copy of your submission.
8. Are subconsultants expected to be a part of this response?
• No, Hays County will contract with the awarded firm, per IV. General terms and
Conditions #14 all subconsultants must be approved by Hays County.
• This process will only happen if a contract is executed.
9. Page 9 of solicitation, D. Statement of Qualifications (SOQ)/Proposal Requirements, states: “SOQ/proposals shall not exceed forty (20) pages (10 sheets front and back) in length.” Please clarify if “forty” should be twenty (20).
10. Page 9 of solicitation, D. Statement of Qualifications (SOQ)/Proposal Requirements, Capacity to Perform (Technical Approach) section, third bullet states: “Include information about the age and type of equipment you intend to use for this contract and any products use in the addressing and inserting process.” Can the County clarify what is meant by “inserting process.”?
• See Question 5.
11. Page 9 of solicitation, D. Statement of Qualifications (SOQ)/Proposal Requirements, Project Management Philosophy section, fifth bullet states: “Explain your firm’s quality control and quality assurance plan for CE&I professional services and how it relates to work performed by subconsultants, if any.” Are subconsultants expected to be a part of the response?
• See Question 8.
12. May we include resumes of the proposed team for each of the RFQ’s, if so, could they be part of the Appendix materials (excluded from the 20-page max)?
• See Question 4.
13. SOQ Page Limit: On page 9 of 46, the RFP states that the Statement of Qualifications (SOQ) “shall not exceed forty (20) pages (10 sheets front and back) in length.” Could you please confirm whether the SOQ page limit is twenty (20) single-sided sheets or ten (10) double-sided sheets?
14. Key Personnel Resumes: Within the Key Personnel section, the RFP does not explicitly request resumes for key staff. Could you please confirm whether resumes are required, and if so, whether they should be included within the page limit or may be placed in an appendix that does not count toward the page total?
15. Under Section III. D. SOQ Requirements - Capacity to Perform (Technical Approach), one bullet states, "Include information about the age and type of equipment you intend to use for this contract and any products use in the addressing and inserting process." Can you please clarify the type of information you are seeking as it pertains to the CEI scope of services? Are you seeking information on our vehicles and computer equipment? Or are you looking for some other type of information?
16. Under Section III.B. Scope of Services, One of the TxDOT pre-certifications listed is, "12.1 Material Testing." That is a group of pre-certifications. Can you clarify which pre-certification you are looking for?
• Refer to the current TxDOT pre-certification Work Categories List:
https://www.txdot.gov/content/dam/docs/division/ppd/precert/precert-work-categories.pdf. All categories under 12.1 Material Testing are required.
17. Can our profound, large-scale technical experience, combined with the proven governmental track record of our proposed laboratory/subcontractor team, be considered qualified experience to meet the years-of-service requirement in this RFQ?
• If the key personnel that would provide services under the contract have greater than 5 years of experience, that will suffice.
• We will not be pre-qualifying vendors based on their proposed subcontractors, as those are subject to change. The firms will be pre-qualified based on their own direct employees.
18. Does the County require resumes to be submitted? If so, should the resumes be included in the Key Personnel section or the Appendix?
19. Can you please clarify what you mean by “completed” projects. If we have a project where we are still under contract, but our current tasks are “completed” and waiting for other potential assignments, would this project be allowed to be included in our proposal response?
• Yes, as long as it shows work performed and completed by your firm.
20. Will an electronic e-signature suffice as a "manual signature" on the electronic copy submitted to BidNet? Or does each copy need to have a wet manual signature that is scanned and uploaded into the electronic copy?
• The County will accept either electronic or manual signatures, if those are approved signature types for your firm.
21. Can you confirm that the page limit is 20 pages and not 40?
22. In “Profile/Experience of the Company,” the second bullet asks for three projects that have been completed in the last five years. Is it OK if a project's design is complete but is still under construction?
• See question 19
23. In “Capacity to Perform (Technical Approach),” please clarify what the County is wanting when the RFQ requests information on "the age and type of equipment you intend to use for this https://gcc02.safelinks.protection.outlook.com/?url=https%3A%2F%2Fwww.txdot.gov%2Fcontent%2Fdam%2Fdocs%2Fdivision%2Fppd%2Fprecert%2Fprecert-work-categories.pdf&data=05%7C02%7Czachary.farnsworth%40hayscountytx.gov%7C86b6c78b24d6431e636108de2623f57a%7C8c0a6e38391149a79fd7da2ef5430acd%7C0%7C0%7C638990133185531356%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&sdata=TC9skuIt6PVWhvv9cB9zxWZy53fjMnofYrS0vtk9xig%3D&reserved=0 https://gcc02.safelinks.protection.outlook.com/?url=https%3A%2F%2Fwww.txdot.gov%2Fcontent%2Fdam%2Fdocs%2Fdivision%2Fppd%2Fprecert%2Fprecert-work-categories.pdf&data=05%7C02%7Czachary.farnsworth%40hayscountytx.gov%7C86b6c78b24d6431e636108de2623f57a%7C8c0a6e38391149a79fd7da2ef5430acd%7C0%7C0%7C638990133185531356%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&sdata=TC9skuIt6PVWhvv9cB9zxWZy53fjMnofYrS0vtk9xig%3D&reserved=0 contract and any products use in the addressing and inserting process." Is this requirement applicable to the CE&I RFQ, or should it be omitted or clarified?
24. In “AGREEMENT; EXCEPTIONS (in H. Elements of Statement of Qualifications),” where should we insert our exceptions to the contract within our SOQ? If we do include exceptions, will this count towards the 20-page limit or can we put them in an appendix?
• This can be submitted wherever it makes sense for you to include them, and ensure they are clearly identified.
• Yes, they would count towards your page count.
25. When the County states, “Include information about the age and type of equipment… and any products used in the addressing and inserting process,” could you please specify what level of detail you’re looking for?
26. What kind of documentation software does the County prefer?
• For any projects that our GEC – HNTB – utilizes, ProjectWise for storage and documentation. For any Hays County Managed Contracts, there is not any specific documentation software that we use. The road department is currently researching options for documentation software.
27. What size are the construction projects?
• They vary
28. Are resumes required? If so, would it be acceptable to include them as an appendix?
29. Can we submit on this contract with we are only offering Construction Materials Testing services?
• Yes
30. Do we need to provide phone numbers and email addresses of each individual listed on the organizational chart as stated in the RFQ?
• If it is stated in the RFQ, then yes.
31. Does the County want us to provide full resumes? If so, would it be acceptable to place resumes in an appendix?
• See Question 4
32. Could you please confirm whether the resume is included in the total page count?
33. Can you clarify if the Professional Service Pool RFQ’s that were posted for bid last week are for City of San Marcos or Hays County? The bid docs say Hays County, but they were posted on the City’s website so I wanted to make sure.
• These solicitations are for Hays County. The County utilizes the City of San Marcos’ CivicPlus page to post solicitations.
34. What exactly is the County looking for in response to this bullet point: “Include information about the age and type of equipment you intend to use for this contract and any products used in the addressing and inserting process.”
35. Due to the page requirements, can we limit our litigation history to open cases from the past 5 years? If not, can we provide our litigation history in the appendix?
• No, you are required to list them all.
• They must be included in your SOQ.
36. May the County confirm the terms and conditions of an eventual contract, in addition to the hourly rates, will or not be subject to negotiation by the County with the top-ranked Professional?
• All possible contracts will include the terms and conditions of the RFQ, and the Firm’s SOQs.
• If a vendor is selected and approved for a project, then they will enter contract negotiations.
37. May the County clarify on what they consider to be a defect, an irregularity, or an informality (as seen on page 11 under the "RESERVATIONS BY COUNTY" heading) or please provide examples of what they have considered to fall into those categories in the past?
• The County’s waiver of a defect, irregularity, or informality would exist in circumstances where there is an immaterial issue or variation from the exact requirements of the solicitation that can be corrected or waived without being prejudicial to other respondents. Typically, an opportunity to cure would be provided. (For example:
including 4 copies of printed proposals instead of 5.)
38. Will the terms of this RFQ be incorporated into the contract and if so, will the terms of this RFQ or the terms of the awarded contract take first precedence?
• See Question 36.
39. The RFQs do not specifically request resumes as part of the submittal requirements. Can we include resumes in the Appendix section of the SOQ, and if so, will they count toward the 20-page limit?
40. The RFQ states: “SOQ/proposals shall not exceed forty (20) pages (10 sheets front and back)...”
Could you please clarify whether the intended page limit is 20 pages or 40 pages?
41. The RFQ requests identification of key personnel and an organizational chart with contact details and responsibilities. Could you please confirm whether full-page resumes for these individuals are also required as part of the SOQ, or if a summary of qualifications within the organizational chart will suffice?
42. Considering the upcoming Thanksgiving holiday, we wanted to ask if there is any possibility that the submission deadline might be adjusted or extended to accommodate holiday schedules?
• No, the holiday was taken into consideration when the date was published.
43. Would it be possible to schedule a meeting in person to discuss the two solicitations? We would really appreciate a brief meeting to discuss the two RFQs
• During a live solicitation I am not allowed to meet with any potential respondents regarding the solicitation. If you have specific questions, then you need to submit them per the guidelines laid out in the procurements.
44. Under the Project Management Philosophy tab, final bullet point: CE&I is included in every RFQ.
Will this be updated to the correct discipline in the RFQs? Located in: RFQ 2026-Q02, RFQ 2026- Q03, RFQ 2026-Q05, RFQ 2026-Q06. Explain your firm’s quality control and quality assurance plan for CE&I professional services and how it relates to work performed by subconsultants, if any.
• This question has been addressed on all the following solicitation’s addendum.
RFQ 2026-Q02 Professional Engineering Services Pool RFQ 2026-Q03 Land Surveying Services Pool RFQ 2026-Q05 Right-of-Way Services Pool RFQ 2026-Q06 Utility Coordination Services Pool
