Invitation for Bids Summary
This is an Invitation for Bids (IFB) issued by the Texas Department of Criminal Justice (TDCJ) Contracts and Procurement Department for the procurement of clear vinyl materials. The solicitation seeks bids for 35,000 yards of 32.0-inch clear vinyl meeting specific institutional-grade standards. The product must be 10.5 oz double-coated institutional clear vinyl (not opaque/frosted) manufactured by Glenmore Industries, model number CV-CLEARVIEW, and must meet rigorous minimum standards including ASTM D3776 weight specifications, AST D751 trapezoid tear requirements, 6x6 1000 denier scrim minimum, specific flame retardancy standards per 16 CFR Part 1633 or 1632, antimicrobial finishes per AAATCC 147, hydrostatic resistance of 200 minimum, and abrasion resistance of minimum 9000 cycles. The vendor must provide confirmation of all test results from an independent domestic laboratory within five working days of providing a one-yard sample. Material Safety Data Sheets must accompany each shipment. The bid opening is scheduled for November 7, 2025, at 3:00 PM, with a questions deadline of October 28, 2025, at 3:00 PM (CST). Bids may be submitted electronically to BIDS@TDCJ.TEXAS.GOV or in hard copy format to the TDCJ Contracts and Procurement Department at Two Financial Plaza, Suite 703, Huntsville, Texas 77340. Delivery is to the TDCJ Wynne Unit Mattress Factory at 810 FM 2821 West, Huntsville, Texas 77340.
The solicitation requires quotation of freight costs on an F.O.B. destination, paid and allowed basis, with freight charges to be incorporated into unit costs rather than shown separately; bids with separately listed freight charges will not be accepted. Delivery may be considered a factor in award determination. The state reserves the right to accept and receive not more than 10% in excess of ordered quantities. The specification explicitly prohibits bids with freight charges listed separately and emphasizes that bidders must direct attention to any exceptions to the specifications. Electronic submission is preferred, with a maximum attachment limit of 10 MB per email, though responses may be split across multiple emails. All documents must be submitted in Microsoft Office formats (Word and Excel) or as Adobe PDF files, with responses in other formats subject to disqualification. Hard copy submissions receive a time stamp upon receipt. The bidder certifies compliance with Texas Government Code requirements, acknowledges that the contract and related information are public records subject to disclosure under the Texas Public Information Act, and agrees not to use artificial intelligence in contract performance without prior written TDCJ consent. Security requirements apply for deliveries to correctional facilities, including mandatory security escorts for contractor staff, adherence to Personnel Directive PD-29 regarding sexual misconduct with inmates, vehicle inspections and locks, restrictions on contraband, and limited cash ($25.00 maximum) allowed into TDCJ facilities. Ex-inmates are generally prohibited from accessing fenced facility perimeters unless approved by unit wardens, and minors and pets are prohibited from TDCJ property and delivery vehicles.
