Questions and Answers Question No. 1: What is the duration of the grant as this will affect completion date for construction?
Answer: 24 months from June 2025. Closing documents will be prepared by December 2026 for actual closing June 2027.
Question No. 2: Can you clarify the size of the pad around the riser and the rebar spacing (one sheet shows 8x8 and another sheet shows 10x10; the rebar spacing is not noted)?
Answer: The pad is an 8’x8’ concrete pad that is 8” thick with #4 Rebar at 12” On Center Each
Way. It is only intended to be constructed on one side of the riser, not around it. This is included in the riser pay item.
Question No. 3: Is construction testing to be provided by the City?
Answer: Yes, the City is providing construction testing.
Question No. 4. Is there a place to spoil dirt and onsite?
Answer: Clear area for access and staging within the site is limited to existing open areas outside of the right-of-way and floodplain and within the City’s property. The contractor is required to provide the City with the proposed access and staging plan for review and approval prior to the start of construction. Question No. 5. Can woody debris be burned onsite?
Answer: City clarified that this would need to be addressed with the Fire Marshal. For the purpose of bidding this project, no burning of woody construction debris is allowed. Question No. 6. Will there be adequate traffic control and construction signage along Veterans
Memorial?
Answer: Other than a stabilized construction entrance on Veterans Memorial, no temporary or permanent lane closers were considered necessary. If a contractor expects their means and methods to require the temporary or permanent lane closure for deliveries and hauling of materials etc. into or out of the site, the contractor must include all cost associated with traffic control, including but not limited to securing the necessary right-of-way permits, traffic control plans and devices etc., in their bid, subsidiary to the most appropriate bid items accordingly. No additional bid items will be provided for traffic control.
Question No. 7. What is the timing of the contract award and NTP?

Answer: These will be done by the City staff on requested dates and times from the contractor.

Answer: This is noted in the plans. A Control Points Table is provided on sheet 7 of 10 in the drawings. The planned addendum will provide labeling of key control points on in the drawing for reference as well.
Question No. 11. Will there be requirements for permits?
Answer: Permits will be obtained from the City to commence construction, but these will not be paid permits.
Question No. 12. Is it possible to do much of the necessary erosion and sediment control on the land downstream of the dam?
Answer: Yes, but the stream will need to be protected and there is a house adjacent to Autumn
Road (east of the channel) which is subject to flooding. In addition, sediment control will likely be carefully monitored by residents downstream of the dam.
Question No. 13. Will there be an addendum to the plan set?
Answer: An addendum is expected to be issued that will provide the geotechnical engineering report and make minor corrections and notations to the drawings.
