About this file
This is a Request for Proposal (RFP) issued by Texas State Technical College (TSTC) for Digital Agency Support. The RFP seeks to select a digital agency to support the optimization and improvement of TSTC's digital experience, with the goal of evolving their existing institutional website into a storytelling, conversion-focused, AI-integrated platform. The solicitation opens on 10/2/2025 at 12:30 PM CDT and closes on 10/23/2025 at 2:00 PM CDT, with the contract valid for an initial 1-year term and the option to extend for four additional one-year terms. The project involves services across multiple NIGP Commodity Codes, including web page design, management and maintenance, public relations consulting, computer software consulting, marketing consulting, data entry services, and software maintenance and support services.
The RFP anticipates the contract will exceed $100,000 and requires a HUB Subcontracting Plan, though suppliers are not required to meet specific HUB goals. Prices are fixed for the first year, with any subsequent percentage rate increases subject to prior approval from TSTC. The college reserves the right to conduct demo/interviews to assess the most qualified candidates. Notably, the RFP includes extensive security requirements, such as SSL/TLS encryption, role-based access controls, comprehensive logging and auditing capabilities, and potential needs for TX-RAMP certification. The solicitation emphasizes the importance of accessibility for electronic and information resources, requiring proposers to provide documentation on how each technical specification is met.

Our mission, “to place more Texans in great paying jobs,” drives our institution. TSTC is pushing the boundaries in education, making outcomes the driving metric of success. We currently have 11 campuses across the state, with another new campus recently approved by the State Legislature that should be built and operating in the next few years. For more information about TSTC, go to http://tstc.edu/about.
Purpose:

However, TSTC requires that all suppliers make a good faith effort in achieving those goals.
This agreement is valid for a period of 1 year, with the option to extend for 4 more one-year terms. Prices are fixed for the first 1 year, and any increases in the annual percentage rate during the renewal periods must receive prior approval from TSTC.
Demo/Interview: TSTC reserves the right to conduct demo/interviews to further assess the most qualified candidates and best fit for the college. Time and date to be determined.
