About this file
This is Addendum #2 to a Request for Bids (RFB 25BCP10D) issued by Bastrop County, Texas for Animal Shelter Kennel Construction. The addendum modifies the original scope of work by removing all mechanical, electrical, and plumbing (MEP) work due to budget constraints, with the county having $250,000 available for the project. The base bid items require contractors to complete site preparation, fill placement, and foundation construction per BEFCO Engineering plans; erect a pre-engineered metal building supplied by the owner; install closed-cell spray foam insulation with R-30 value without poultry netting; construct CMU block walls with coordinated pass-through openings; and apply epoxy floor coating and wall paint systems. Contractors may submit an alternate bid for indoor/outdoor dog kennels with pass-through guillotine doors. The original bid deadline of October 23, 2025, at 2:00 PM has been extended to November 11, 2025, at 2:00 PM, with the final date for questions set for November 4, 2025, at 5:00 PM. All bids must be submitted to 1041 Lovers Lane, Bastrop, Texas 78602. Site access is through the Bastrop County Road and Bridge PCT 1 yard via a gate behind the Bastrop County Juvenile Bootcamp. The contract completion period is 90 calendar days from issuance of the Notice-to-Proceed letter.
The county has requested a 3600 PSI Class C structural concrete design, preferably pre-approved by TXDOT, instead of the original 4000 PSI specification. Specific epoxy paint requirements include Sherwin-Williams Kem Cati-Coat Epoxy Filler/Sealer for CMU walls and Sherwin-Williams Macropoxy 646 Fast Cure Epoxy with two-tone coloring (SW 6164 Svelte Sage and SW 9144 Moonmist) matching existing kennels; flooring requires Sherwin-Williams High Performance Flooring Polycrete SLB with Accelera 4850 Finish Coat. The perimeter fence must be eight feet in height with a seven-foot gate. Excavated spoils may remain onsite if coordinated with the county and left in neat piles. Bidders must provide a 5% bid bond and structure their lump sum proposal with separate line items for site/foundation/concrete, PEMB erection, CMU interior walls, painting/epoxy flooring, spray foam insulation, and dog kennels alternate. No third-party inspections will be performed; the Bastrop County Engineer will conduct inspections. The county owns all property, so no utility easement is required for sewer system installation.
