About this file

This is Addendum 1 to Request for Qualifications (RFQ) 701-25-019 issued by the Texas Education Agency (TEA) for three distinct Open Educational Resources (OER) projects targeting PreK-12 instructional materials. The addendum clarifies that TEA may award one or more contracts for each project included in the solicitation and confirms that proposals may be submitted for specific grade bands, though TEA is currently prioritizing proposals for Grades 6-8 English Language Arts and Reading (ELAR), Grade 6 Spanish Language Arts and Reading (SLAR), and Pre-Kindergarten 3 & 4 in both English and Spanish. The original solicitation established a submission deadline of October 24, 2025, at 2:00 PM Central Time, with an anticipated contract award date and five-year contract term with an expected start date in April 2026.

The addendum confirms that out-of-state vendors are eligible to submit proposals and encouraged to respond to the solicitation, though the solicitation includes a Historically Underutilized Business (HUB) Subcontracting Plan requirement for which vendors should contact the HUB office at HUBOffice@tea.texas.gov with related questions. The procurement is authorized by House Bill 1605 from the 88th Texas Legislature and aims to secure high-quality instructional materials aligned with Texas Essential Knowledge and Skills (TEKS) and Research-Based Instructional Strategies (RBIS). Materials must be freely usable, modifiable, and distributable by local education agencies and available in both English and Spanish. All other provisions of the original solicitation remain unchanged.

Addendum 1, October 3, 2025

This addendum incorporates the following changes to the above-referenced solicitation:

I. Questions - The following questions and associated responses are hereby incorporated into the above-referenced solicitation:

1. QUESTION: Is TEA awarding multiple vendors or a single?

TEA RESPONSE: See Section 1.6, “TEA may award one or more contracts for each of the projects included in this solicitation”.

2. QUESTION: Can proposals be submitted for specific grade bands, such as K-5, or is PreK a mandatory requirement?

TEA RESPONSE:

Proposals may be submitted for specific grade bands; however, TEA is currently prioritizing proposals for the following areas: Grades 6–8 ELAR, Grade 6 SLAR, and Pre-Kindergarten 3 & 4 in both English and Spanish.

3. QUESTION: When is the anticipated award date?

TEA RESPONSE: See Section 1.4 Anticipated Schedule of Events.

4. QUESTION: Are you accepting out-of-state bids? Our small business is based in Philadelphia, PA. We have an evidence-based handwriting curriculum that supports the Science of Reading. It is a full and comprehensive curriculum for Pre-K to 12, including Special Education. However, as appropriate as it is to meet your needs, all the mentions of HUB qualifying companies seems to indicate that we would not be eligible to apply. Please let us know either way.

TEA RESPONSE: TEA encourages any vendor to respond to this solicitation. Section 2.3 states to contact the HUB office at:

HUBOffice@tea.texas.gov for HUB related questions.

II. All other provisions of the solicitation remain the same.
