About this file
This is Addendum #3 to RFP 2025-P09 issued by Hays County Purchasing Office for Workers Compensation Insurance & Administrative Services. The addendum, issued on October 25, 2025, provides responses to bidder inquiries and includes supplemental documentation regarding the county's workers compensation program. The response deadline was extended to November 7, 2025, at 10:00 AM through a previous addendum. The county intends to award all service elements to a single vendor rather than considering unbundled bids. Key attachments include the 2025 and 2026 budgeted positions with workers compensation codes, a five-year loss history, juror pay information, and preauthorization and case management volume data.
The county's total budgeted payroll for FY2025 is $79,044,595.00 across ten workers compensation class codes, with FY2026 projected at $88,547,037.00. The current annual workers compensation contribution is $340,000.00. Hays County is currently participating in a workers compensation pool and intends to continue this arrangement. The county does not operate county ambulances and handles juror payments through a credit card system rather than standard payroll. Medical bill volumes have averaged approximately 1,900 bills annually from 2022 to 2024, with 487 bills processed through October 2025. Preauthorization requests have ranged from 26 to 44 annually, and case management referrals have been minimal, with two claims and 40 to 160 hours documented in 2022 and 2023 respectively. Law enforcement represents the largest payroll class at over $35 million budgeted for FY2025, followed by clerical and administrative positions.

4. Please also provide the payrolls below for 2026.
• See Attachment D – Juror Pay
• Jurors are not paid through payroll. Jurors are currently paid for their service through a credit card system. Some jurors have been paid through NWS, but it is not a complete list since only Justice of the Peace Jurors were paid through NWS and Clerks paid the Jurors from their own check stock under the old jury system. For a short period, all jurors were paid in NWS when the new jury system was implemented but then the transfer to credit cards occurred. I have extracted two NWS reports that list jurors paid in NWS. Once is for jurors paid from the old jury system and the other is for jurors paid in NWS using the new jury system. However, this is not a complete listing, and the JP and Clerk offices may be able to run better reports from Odyssey.
