About this file
This is Addendum 1 to an Invitation for Bid (IFB) issued by the Texas Military Department for statewide garbage, trash removal, and disposal services under solicitation number TMD25-FMO-0038792. The addendum, effective October 8, 2025, does not extend the bid submission deadline, which remains 2:00 P.M. CST on October 24, 2025. Vendors must acknowledge receipt of this addendum prior to the bid opening or risk rejection of their proposal. The addendum addresses three critical clarifications: vendors are not required to service all 45 locations listed in Attachment G.5 but must clearly identify which locations they can service; for locations without specified service frequency, vendors must propose a minimum service interval of once per week; and vendors shall submit all-inclusive service rates for each location based on the number and size of bins and frequency of service as detailed in Attachment G.5, without the necessity of providing every possible bin size and service frequency combination. Bidders may modify previously submitted bids via email or letter if changes are necessary due to this addendum, provided such communications reference the solicitation and addendum numbers and are received before the specified deadline.
The contract covers waste management services across Texas facilities with pricing subject to annual adjustments up to 4% based on the Producer Price Index for Waste Collection Services. Bin sizes range from 2 to 10 cubic yards with service frequencies including twice weekly, weekly, biweekly, monthly, and on-call options. The initial contract term is one year with three optional one-year renewal periods. Vendors must comply with comprehensive insurance and liability requirements, participate in the E-Verify program, and submit a mandatory Historically Underutilized Businesses (HUB) Subcontracting Plan with specific participation goals, including notification of at least three certified HUB vendors and two trade organizations about subcontracting opportunities. The Texas Military Department reserves the right to award multiple contracts to different vendors based on geographic coverage, service availability, pricing competitiveness, and vendor capacity.

Will the winner be expected to provide service to all locations in Attachement G.5 OR will there be anopportunity specify which locations you can service?
As specified in Attachment G.4, vendors must clearly identify all locations for which they are submitting pricing. Vendors are responsible for reviewing Attachment G.5 and providing response to locations (where) they are able to provide service. For locations at which you cannot provide service, do not include them in your bid.
Please provide days of service for Locations of Camp Swift, ABIA-Bergstrom & 6001 Bob Bullock Loop, Laredo, TX. Sheet doesn’t have number of days of service in the bid sheet.
For locations listed in Attachment G.5 that do not include a current service day or frequency, provide a proposed service day with a minimum service interval of once per week.
Please make more clear exactly the pricing needed from Contractor. Do we bid the amount of days & bin sizes listed in the bid or do you want all sizes offered for all days of the week for each location (That wouldn’t make much sense). Do you want pricing per location or a total price for all locations?
As specified in Attachment G.4, vendors shall provide all-inclusive service rates for each location, based on the number and size of bins, and the frequency of service as described in Attachment G.5. (For locations listed in Attachment G.5 that do not include a current service day or frequency, provide a proposed day with service once per week.) It is not necessary to provide every possible option of bin size and service frequency.
