About this file
This document is a Request for Proposal (RFP) issued by the Texas Department of Criminal Justice (TDCJ) for the location, operation, and management of a Residential Facility for the Baby and Mother Bonding Initiative (BAMBI) program. The solicitation seeks a contractor to provide services for pregnant inmates or those who have recently delivered and will maintain custody of their infants. The facility must be located within 65 miles of Hospital Galveston, Young Medical Facility Complex, and Plane State Jail. The contract will have a six-month base period from March 1, 2026, through August 31, 2026, with options to renew for four additional one-year periods, potentially extending the total contract duration to four years and six months. The proposal deadline is October 6, 2025, at 3:00 p.m. CT, with a service commencement date of March 1, 2026.
The RFP indicates this will be a fixed-price contract with a sliding scale pricing structure based on the number of beds (13-22) and whether inmates are pre-delivery or post-delivery. Respondents must submit a comprehensive proposal including technical requirements, pricing schedule, budget narrative, and a Historically Underutilized Business (HUB) Subcontracting Plan. Minimum qualifications include two years of experience managing a similar residential facility, ability to obtain required insurance, capability to start operations without financial assistance from TDCJ, and ability to provide upper-level management personnel meeting the department's standards. The evaluation will be based on cost (50%), programs and services (34%), site suitability (9%), experience (3%), past performance (3%), and financial strength (1%).
