This Statement of Work (SOW) is issued by the Texas Department of Criminal Justice (TDCJ) in collaboration with the Texas Commission on Environmental Quality (TCEQ) for a Wastewater Treatment Plant Contract Analysis. The contract will be awarded for a one-year period from September 1, 2025, through August 31, 2026, with options to renew for up to three additional one-year periods. The vendor will be responsible for conducting process control, regulatory permit effluent, and sludge analysis for TPDES permitted wastewater treatment plants, including routine influent, aeration, effluent, and sludge analyses, as well as permit renewals.
The contract requires the vendor to provide all materials, tools, equipment, and labor necessary to perform the required analyses, with specific sampling and testing methodologies outlined in detail. The vendor must be accredited by the National Environmental Laboratory Accreditation Program (NELAP) and comply with specific Texas Administrative Code requirements for sampling, testing, and reporting. Monthly invoices will be processed with a specific line-item order, and the vendor will be responsible for weekly and monthly reporting to the TDCJ Facilities Division Environmental Department, including routine analysis reports, chain-of-custody documentation, and National Pollutant Discharge Elimination System (NPDES) Discharge Monitoring Reports.
