About this file

This document is an exemption request approval letter from the Texas Department of Information Resources (DIR) for the Texas Water Development Board, pertaining to the procurement of Enhancements & Reports of TX Water Information System Expansion (TXWISE) and Contract Administration. The exemption request, submitted on 06/30/2025, was approved for Northbridge Environmental Management Consultants to provide services with a total value of $600,000.00, with up to a 10% variance allowed. The approval is specifically for the initial term, and any future renewal options would require a new exemption request.

The exemption was justified under Proprietary Restrictions and covers a single line item for system enhancements and contract administration. The approval letter outlines specific fiscal year 2025 deadlines, including draft and final Scope of Work (SOW) reviews by 5/30/2025 and 6/30/2025 respectively, and a deadline for one-time exemption requests also on 6/30/2025. The document emphasizes that while this approval is granted under the Cooperative Contracts Program, it does not exempt the agency from compliance with state procurement laws and rules, and agencies within the Data Center Services (DCS) program may require additional exemption approvals.

The request states Proprietary Restrictions as justification for the purchase.

mailto:Lauren.Grooms-Meyers@twdb.texas.gov mailto:exemption@dir.texas.gov mailto:Lauren.Grooms-Meyers@twdb.texas.gov

Your exemption request is approved for the amount of $600,000.00. with up to a 10% variance.

If the awarded amount exceeds this amount, a revised exemption must be submitted

Please note:

The Cooperative Contracts and Data Center Services programs are governed by separate government code, and therefore have unique exemption requirements. Agencies within the DCS program are required to have approved DCS exemptions in addition to any exemptions that may be needed or may have already been approved through the DIR Cooperative Contracts program.

Please retain this approval letter for your records. This approval under the Cooperative Contracts Program does not exempt your agency from compliance with state procurement laws and rules. If you have any questions, please call (512) 475-4700.

Exemption approval is for the initial term only. Should the agency determine to exercise renewal options, an exemption would need to be requested at that time.

Thank you.
