About this file

This document is a HUB (Historically Underutilized Business) Subcontracting Plan (HSP) for the Texas Department of Criminal Justice (TDCJ), specifically for Requisition #IW221145 with a bid open date of 08/20/2025. The HUB program promotes equal business opportunities for economically disadvantaged persons to contract with the State of Texas, with specific statewide goals for various contract categories. For this particular requisition, the HUB goal is set at 21.1% for the Commodities Contracts Category. The document provides a comprehensive framework for potential contractors to outline their strategies for including Texas certified HUB vendors in subcontracting opportunities, with detailed instructions on how to demonstrate good faith efforts in meeting these goals.

The plan requires respondents to specify their subcontracting intentions, including the percentage of contract work they expect to award to Texas certified HUB and non-HUB vendors. The TDCJ has specific requirements that limit continuous contracts with the same HUB vendor to five years to encourage vendor rotation, as recommended by the 2009 Texas Disparity Study. The document includes multiple sections and attachments for contractors to complete, such as the Subcontracting Intentions, Good Faith Effort documentation (Method A and Method B), and a Prime Contractor Progress Assessment Report. Contact information is provided for HUB program assistance, including phone numbers and email for TDCJ representatives who can help respondents complete the required documentation.
