About this file

This is a Request for Proposals (RFP) issued by the Texas Comptroller of Public Accounts (CPA) for Credit Reporting Services, soliciting proposals from qualified vendors to provide consumer and employment credit reporting capabilities. The RFP seeks a contract for credit reporting services to support two primary divisions within CPA: the Enforcement Division (for tax collection purposes) and the Human Resources Division (for pre-employment screening). The initial contract term is from September 1, 2025, through August 31, 2026, with options to extend for up to three additional one-year periods through August 31, 2029. Key dates include a proposal submission deadline of August 19, 2025, at 2:00 p.m. CT, with potential presentations from top-ranked respondents scheduled for August 25, 2025.

The RFP specifies detailed requirements for the credit reporting services, including system accessibility, data field requirements, and security protocols. The evaluation will be conducted using a best value standard, with criteria weighted as follows: 50% compliance with CPA specifications, 20% respondent's past performance and qualifications, and 30% cost. Pricing will be per transaction, with the Enforcement Division averaging 339 monthly inquiries and the HR Division averaging 15-60 annual inquiries in recent fiscal years. The contract requires compliance with various state cybersecurity, privacy, and information security standards, including TX-RAMP certification and DIR security requirements. Respondents must also submit a HUB (Historically Underutilized Business) Subcontracting Plan and comply with numerous state procurement regulations.
