About this file
This is a solicitation document from the Texas Commission on Environmental Quality (TCEQ) for the purchase of a TO-15 Internal Standard (6 Compounds) for Volatile Organic Compounds (VOC) canister analysis using EPA method TO-15. The specification document outlines detailed requirements for a gas standard cylinder containing six specific compounds: 1,1-dichloro-1-fluoroethane, chlorobenzene-D5, 1,4-difluorobenzene, D6-benzene, 1-bromo-4-flurobenzene, and 2-bromo-1,1,1-trifluoroethane. The standard must have at least 4000 liters of product, a minimum cylinder pressure of 2000 psig, be made of spun aluminum with internal passivation, and have a CGA 350 fitting.
The document specifies strict quality requirements, including a certificate of analysis with ±10% accuracy and blend tolerance, NIST traceability, and an expiration date no less than one year from delivery. The vendor must have ISO 9000 or higher certification, and the standard will be inspected within 30 calendar days of receipt. Any compounds on the extensive list detected above 0.05 ppbv will result in rejection. Payment will be made within 30 days after the standards are found to meet specifications or 30 days from the invoice date, whichever is later. The comprehensive list of prohibited compounds suggests a rigorous quality control process to ensure the purity and reliability of the gas standard for environmental testing purposes.

ATTACHMENT B
Specifications for TO-15 Internal Standard (6 Compounds) Purchase For use by the Texas Commission on Environmental Quality (TCEQ)
12100 Park 35 Circle, Bldg. B, Austin, TX 78753
Description: This internal standard will be used for TCEQ Volatile Organic Compounds (VOC) Canister analysis by EPA method TO-15.
MINIMUM GENERAL SPECIFICATIONS
1) Item must be analyzed and arrive with a certificate of analysis with a minimum of
±10 % accuracy and a blend tolerance of ±10%. Standards must be National Institute of Standards and Technology (NIST) traceable by weight. The standard will have a balance of Ultra High Purity (UHP) nitrogen gas.
2) The name of each compound, the Chemical Abstracts Service (CAS) number, and concentration in parts per billion by volume (ppbv) must be listed on the certificate of analysis.
3) The standard must have at least 4000 liters (L) of product and a minimum cylinder pressure of 2000 pounds per square inch gauge (psig). The cylinder must be of spun aluminum construction with internal passivation to deter chemical component interaction or degradation and must have a Compressed Gas Association (CGA) 350 fitting.
4) The standard cylinder must not have an expiration date of less than 1 year from the requested delivery date. An expiration date must be printed on the certificate of analysis.
5) The facility must have a registered ISO 9000, or above, certification. In addition, the vendor’s production laboratory, which will blend the standard, must have an International Organization for Standardization (ISO) 9000, or above, certification, and must be able to supply certification re-verification to the TCEQ upon request.
7) Delivery must be made after receipt of order to TCEQ, MC 165, 12100 Park 35 Circle, Building B, Austin, Texas 78753.
8) The gas standards shall be inspected and analyzed within 30 calendar days of receipt by TCEQ and must agree with reference standards within 10% before deemed acceptable. Payment will be made within thirty (30) calendar days after the standards are found to meet specifications, or 30 days from the date the invoice was received, whichever is later.
