About this file
This document is a solicitation for a Calibration Standard (86 Compounds) Purchase by the Texas Commission on Environmental Quality (TCEQ), located in Austin, Texas. The solicitation seeks a highly specialized gas standard to be used for Volatile Organic Compounds (VOC) Canister analysis using EPA Method TO-15. The standard must be a complex mixture of 86 different chemical compounds, each at a concentration of 1000 parts per billion by volume (ppbv), contained in a spun aluminum cylinder with specific technical requirements including a minimum cylinder pressure of 1800 psig, a minimum cylinder volume of 30 liters, and a balance of Ultra High Purity nitrogen gas.
The vendor must meet stringent technical and quality assurance requirements, including having an ISO 9000 or higher certification, successfully passing EPA's Blind Audit, and demonstrating previous experience creating similar complex standards. The standard must be manufactured by the bidding company, cannot be subcontracted, and must be from a different lot than a specific reference cylinder (CC717139). The delivery must be made to TCEQ within the timeframe specified on the purchase order, with the standards to be inspected and analyzed within 30 calendar days of receipt. The certificate of analysis must include detailed information about each compound, including its name, Chemical Abstracts Service (CAS) number, and concentration, with a minimum accuracy of ± 5% and a 10% blending tolerance.

ATTACHMENT A
Specifications for TO-15 Calibration Standard (86 Compounds) Purchase
For use by the Texas Commission on Environmental Quality (TCEQ) 12100 Park 35 Circle, Bldg. B, Austin, TX 78753
Description: This calibration standard will be used for TCEQ Volatile Organic Compounds (VOC) Canister analysis by EPA Method TO-15.
MINIMUM GENERAL SPECIFICATIONS
1) The standard must be analyzed using EPA Method TO-15 and arrive with a certificate of analysis with a minimum of ± 5% accuracy and 10% blending tolerance. Standards must be National Institute of Standards and Technology (NIST) traceable by weight.
2) The name of each compound, the Chemical Abstracts Service (CAS) number, and concentration in parts per billion by volume (ppbv) must be listed on the certificate of analysis.
3) The standard must have at least 2000 liter (L) of product and a minimum cylinder pressure of 1800 pounds per square inch gauge (psig). The cylinder must be of spun aluminum construction with internal passivation to deter chemical component interaction or degradation. Cylinder volume must be at least 30 liters.
4) The standard cylinder must have a Compressed Gas Association (CGA) outlet fitting of CGA 350.
5) The standard cylinder must not have an expiration date of less than 1 year from the requested delivery date, and the expiration date must be printed on the certificate of analysis.
6) The standard will have a balance of Ultra High Purity (UHP) nitrogen gas.
7) The vendor must provide documentation showing their success in making a standard of this complexity (i.e. more than 50 component mixture at 1 ppmv concentration and with 5% accuracy) at least two times in the last 10 years. Vendor must list reference names and phone numbers to verify this requirement with the bid.
8) Vendor must have successfully passed EPA’s Blind Audit and provide a letter from the EPA stating successful performance upon TCEQ request. The gas blend must be manufactured by the same company submitting the bid. The standards must be prepared by a single vendor capable of delivering per specifications. The gas blend must be manufactured by the same company submitting the bid. The blend cannot be subcontracted.

9) The facility must have a registered International Organization for Standardization
(ISO) 9000, or above, certification. In addition, the vendor’s production laboratory, which will blend the standard, must have an ISO 9000, or above, certification, and must be able to supply certification re-verification to the TCEQ upon request.
10) The Air Laboratory requires that calibration standards must be made by different companies or different lot. This is an EPA requirement for primary calibration standards and secondary source standards. The secondary source standards are used to check primary standard accuracy. This standard must be made from different lots or sources than cylinder CC717139. This must be noted on the certificate of analysis or supporting documentation.
11) Delivery must be made within the time frame specified on the purchase order to
TCEQ, MC 165, 12100 Park 35 Circle, Building B, Austin, Texas 78753.
12) The standards shall be inspected and analyzed within 30 calendar days of receipt and must agree with reference standards within 10% before acceptance. Payment will be made within thirty (30) calendar days after inspection/analysis is completed and standards are found to meet specifications or the day which the invoice for the standards was received, whichever is later.
13) Target analyte list for 86 compound standard, CAS number, and concentration in parts per billion by volume (ppbv):
