About this file
This is an Invitation for Bid (IFB) No. 802-25-65218 issued by Texas Parks and Wildlife Department (TPWD) for the procurement of three custom-built airboat packages. The solicitation requires three complete airboat systems, each consisting of a custom-built aluminum airboat with specific design specifications, a built-in engine, propellers, and a corresponding boat trailer. The bid is due on July 15, 2025, at 2:00 pm CST, with TPWD seeking to award the contract to an actively licensed Marine Dealer, Manufacturer, or Manufacturer's Authorized Distributor. The airboats must meet detailed technical requirements, including a 20-foot length, aluminum construction, specific hull design, engine specifications, seating arrangements, and various technical features.
The bid allows for optional accessories including power poles, communication headsets, and GPS units, which may be awarded based on funding availability. TPWD will evaluate bids on a best value basis, considering factors such as lowest price, ability and qualifications, delivery schedule, and past performance. The contract will be for new equipment only, with the contractor required to provide manufacturer's standard warranty. Bidders must comply with various state requirements, including providing certificates of insurance, being free of debarment, and meeting cybersecurity and immigration verification standards. The total project appears to be funded through state appropriations, with TPWD reserving the right to adjust quantities based on budget constraints.
