About this file

This document is a solicitation for an Ultraviolet Differential Optical Absorption Spectrometer (UV-DOAS) issued by the Texas Commission on Environmental Quality (TCEQ). The solicitation seeks a specialized scientific instrument for real-time air monitoring to meet Texas Administrative Code requirements for continuous volatile organic compounds (VOC) monitoring. The UV-DOAS must have specific technical capabilities, including a lower detection limit of 1.0 ppbv for benzene, a UV spectral range of 200-400 nanometers, compliance with 2023 EPA Hazardous Air Pollutants standards, and the ability to measure VOCs like benzene, 1,3-butadiene, ethylbenzene, xylenes, and toluene in ambient air.

The solicitation requires the instrument to be new, with a comprehensive one-year warranty covering onsite service, parts, and labor. The vendor must provide a protective hard case, spare filters, and perform two-day on-site training and instrumentation set-up. Additional requirements include providing an electronic manual with detailed operating instructions, and technical support available during business hours. The procurement process involves testing the instrument upon receipt, with payment to be made within 30 days after successful completion of testing or invoice receipt. The specified UV-DOAS must meet precise technical specifications, including dimensions not exceeding 22.00" x 13.81" x 9.00", a weight under 55 pounds, and an integrated touchscreen PC with Windows 10 or 11.

Attachment A Specifications for an Ultraviolet Differential Optical Absorption

Spectrometer

Description: The Ultraviolet Differential Absorption Spectrometer (UV-DOAS) will be used for real-time air monitoring to meet the requirements of the Texas Administrative Code, Title 30, Part 1, Chapter 115, Subchapter A, Section §115.10 relating to administrative provision outlined for continuous monitoring for volatile organic compounds (VOC) for compliance purpose.

MINIMUM GENERAL SPECIFICATIONS

1. The UV-DOAS system must meet the following requirements.

A. Measure VOC concentrations

a. The UV-DOAS must have a lower detection limit of 1.0 ppbv for benzene and low ppbv detection limits for other VOCs.

b. The UV-DOAS must have a UV spectral range of 200 nanometers

(nm) to 400 nm.

c. The UV-DOAS must have a UV spectral resolution of 0.11 nm.

B. The UV-DOAS must be in compliance with the 2023 Environmental

Protection Agency (EPA) Hazardous Air Pollutants (HON) standards for benzene, 1,3-butadiene, and chloroprene.

C. The UV-DOAS response time (based on flow through the sample cell) must range from 15 seconds to five minutes.

D. The UV-DOAS internal optical path length must be up to 22 meters (m).

E. The UV-DOAS sample cell volume must be 7.2 liters (L).

F. The UV-DOAS must have a sample flow rate of at least 6.0 liters per minute (LPM).

G. The UV-DOAS must produce raw spectrographic information in .csv format.

H. The UV-DOAS must have an operating temperature from 0 – 45 degrees

Celsius (˚C).

I. The UV-DOAS must have a Universal Serial Bus (USB) data output.

J. The UV-DOAS must have a quick-connect sample inlet and a 3/8-inch (”) outlet adapter.

K. The UV-DOAS dimensions must not exceed 22.00” x 13.81” x 9.00”.

L. The UV-DOAS must have a battery life of 4 hours and the following charger electrical requirements: 120VAC, 600VA.

M. The UV-DOAS weight must not exceed 55.0 pounds.

N. The UV-DOAS must have an integrated touchscreen PC with Windows 10 or 11 operating system.

O. The UV-DOAS must have data logging software.

Solicitation Name: Ultraviolet Differential Optical Absorption Spectrometer Solicitation Number: 582-25-08950

2. The UV-DOAS shall be capable of measuring VOCs including benzene, 1,3-butadiene, ethylbenzene, the xylenes, and toluene in ambient air such that the concentration can be determined and delivered in real time.

3. The UV-DOAS must include a protective hard case and spare filters.

4. The Vendor will perform on-site training and instrumentation set-up over a two day period.

ADDITIONAL TERMS AND CONDITIONS

1. All items must be bid new, of current production, and include the manufacturer’s standard parts and accessories.

2. Responsive bids must include total estimated shipping charges.

3. The warranty period should consist of complete coverage of system onsite, parts, and labor for a minimum of one year from the date of acceptance (see item #8).

4. A least one (1) electronic manual must accompany each instrument. The manuals will include complete operating instructions, circuit descriptions, theory of operation, location of controls and switches, software commands, maintenance, and service instructions. The manual will also include schematic diagrams, pneumatic flow charts, lists of commonly replaced parts, warnings, and safety precautions.

5. Technical support must be available for TCEQ staff between the hours of 8 a.m. and 5 p.m. Central Standard Time (CST) during regular business days, Monday through Friday, by telephone and electronic mail (e-mail).

6. The system ordered and received by TCEQ will be tested upon receipt.

Testing will not take more than 45 days. Payment will be made within thirty (30) days after tests have been completed and the instrument has been shown to meet specifications or the day that the invoice was received, whichever is later.
