About this file
Hill Country Community Mental Health and Mental Retardation Center (HCCMHMRC) has issued a Request for Proposal (RFP) for an Enterprise Resource Planning (ERP) System, soliciting proposals from qualified vendors to provide a comprehensive financial management solution. The RFP seeks a cloud-based Software as a Service (SaaS) system that will enhance financial operations, streamline accounting processes, ensure regulatory compliance, and improve financial reporting for the organization, which serves 19 counties across Texas. Proposals are due on July 18, 2025, by 5:00 PM, with an anticipated implementation beginning in August 2025 and a potential go-live date for financial modules in September 2025. The contract term is three years, with the option to extend for up to two additional years at HCCMHMRC's discretion.
The proposed ERP system must support multiple functional areas including general ledger, accounts payable and receivable, budgeting, grants management, asset tracking, and fleet management, with an operating budget of $75 million and serving approximately 800,000 people. The system must be scalable, user-friendly, and interoperable with existing third-party procurement, contract management, and HR/payroll systems. Compliance requirements include adherence to Governmental Accounting Standards Board (GASB) pronouncements, federal and state financial regulations, and the Texas Risk and Authorization Management Program (TX-RAMP). The current environment uses Community Brands MIP Cloud Portal and Microix as the enterprise financial system, and the RFP anticipates funding through state general revenue, Medicaid, third-party insurance, grants, and local funds.
