About this file

The document is a Request for Proposals (RFP) issued by the City of Fair Oaks Ranch, Texas, seeking a fueling services provider for its municipal fleet. The city requires a vendor to deliver and supply Ultra Low Sulfur Diesel (ULSD) and Unleaded Gasoline (87 Octane or higher) to a split compartment above-ground tank with a 1,500-gallon total capacity located at 7286 Dietz Elkhorn. The RFP requests proposals due by July 11, 2025, at 2:00 PM CST, with the intent to enter a one-year agreement with optional renewals. The estimated annual fuel volumes are 3,000 gallons of diesel and 18,500 gallons of unleaded gasoline, and the selected vendor must provide fuel from an EPA-approved terminal, completing deliveries within two days for non-emergency situations.

The pricing structure will be based on the Oil Price Information Service (OPIS) index, with respondents required to provide a fixed markup or discount per gallon. Vendors must submit proof of insurance, maintain necessary certifications and licenses, and comply with all applicable laws and regulations. The evaluation criteria will assess proposals across three main categories: Project Team, Key Personnel and Relevant Experience (30 points), Project Approach (20 points), and Price (50 points). The city reserves the right to negotiate proposed amounts and select the most advantageous proposal, with potential for contract negotiations with the highest-ranked respondent.
