About this file

This document is a Texas Workforce Commission (TWC) Justification for Proprietary/Sole Source Purchase form (TWC 1605) involving the Texas Workforce Investment Council. The form requests a proprietary and sole source purchase from Perryman Consultants Inc DBA The Perryman Group for an economic analysis project. The procurement seeks to obtain an analysis of Texas' economic activity by region, comparing and illustrating changes between findings from a 2007 analysis and current and projected patterns (10-20 year) with regional linkages, utilizing county-level data analysis.

The Perryman Group is being selected as the sole source provider due to their unique capabilities, including having previously conducted the initial report, maintaining the repository for historical data, and providing specialized forecasting, economic analysis, and publications. The data was originally collected in 2007 and is copy righted and trademarked by The Perryman Group, which grants them exclusive rights for future use and dissemination on behalf of TWC. The form indicates that no other registered vendors meet the qualifications to perform the statement of work to the exact specifications requested. The document is dated May 2024 and has been approved by Sonya Bebley, TWC Director of Purchasing & HUB Services, on 4/16/2025.
