About this file
This is a Statement of Work (SOW) for the Texas Alcoholic Beverage Commission (TABC) and the Texas Department of Transportation (TxDOT) seeking a vendor to develop an alcohol responsibility and safety video series targeting underage drinking and driving prevention. The project involves creating a primary 3-10 minute video and 3-5 social media cutdowns focusing on the dangers of underage drinking, with a target audience of high school and college students, parents, and the community. The video will use a point-of-view approach to illustrate consequences of underage drinking, including physical risks, legal penalties, and educational/career impacts. The project is federally funded through a sub-award grant, with a total budget of $35,000, and all final deliverables are due by September 30, 2025.
The contract requires the vendor to handle all aspects of video production, including concept development, script creation, location scouting, casting, filming, post-production editing, and delivery of master files in specific digital formats. The vendor must provide files in multiple resolutions, create closed-captioning in both Spanish and English, and deliver two master hard copies of each final video production. The project will be completed in four phases: Development, Creative/Pre-Production, Production, and Post-Production, with specific milestones and approval processes involving both TABC and TxDOT. TABC and TxDOT will retain full copyright and ownership of all produced materials, and vendor performance will be measured on timely and satisfactory completion of each deliverable phase.

2025 Alcohol Responsibility and Safety Statement of Work
I. Statement of Work – 2025 Alcohol Responsibility and Safety Videos
The Texas Alcoholic Beverage Commission (TABC) intends to contract with a qualified vendor to develop a video detailing the dangers of drinking and driving, with a focus on prevention of DWI/DUI by minors (persons under 21 years of age).
The video should be a 3- to 10-minute video which engages the audience and uses plain language concepts to illustrate the dangers of underage drinking. The video should incorporate creative camera angles and staging to portray a “point-of-view” approach of a minor-aged person partaking in excessive alcohol consumption, as well as the minor’s perspective on the resulting consequences.
The video should prioritize informing minors, parents, and the community at large of the dangers of underage drinking and driving, including (but not limited to): risks of physical injury or death, legal fees and fines, jail time, and impacts on education and job prospects. The video should include information on the laws, as well as the public safety risks associated with underage drinking.
In addition to the primary video, this project requires 3-5 cutdowns of the full video for use on social media and the TABC public website.
The intended audience is high school- and college-aged students, their parents, and the community at large.
