Attachment A
Description: The Texas Commission on Environmental Quality Air Monitoring Division is purchasing two Cargo Vans for use as mobile Ambient Air Monitoring Platforms.
MINIMUM GENERAL SPECIFICATIONS
1.0 Vendor Requirements
1.1 Vendor must be an approved retailer of the vehicle’s manufacturer.
1.2 The vendor shall be responsible for the procurement of vehicle registration and license plates.
1.3 Both vans shall be identical.
2.0 General Van Build
2.1 Model shall be a 2025 or newer cargo van.
2.2 Van shall have a wheelbase no less than 170 inches and no greater than 180 inches in order to house all necessary air monitoring instrumentation.
2.3 Van shall have the high roof modification of 79 inches or higher to allow for sufficient room to house the air monitoring equipment and standing height inside the cargo area.
2.4 Powertrain shall be a four-cylinder diesel high output all-wheel drive (AWD) to ensure that the van does not get stuck in the mud on the side of the road or unlevel terrain during stationary monitoring. Powertrain must be diesel so that the diesel onboard generator that will be mounted inside the van to power all air monitoring instrumentation can use the same fuel tank.
Having a second fuel tank would exceed the vehicle’s weight capacity, creating a safety issue.
2.5 Van shall have a minimum payload of 5,000 pounds in order to house all necessary air monitoring instrumentation and the onboard diesel generator necessary to fuel the instrumentation.
2.6 Color shall be white to match existing fleet vehicles and to keep the temperature within operating specifications for air monitoring instrumentation housed within the van.
2.7 Upholstery shall be black fabric to hide potential stains that can occur when staff members spend 12-16 hours per day in the van.
2.8 Van shall be equipped with the following Key Standard Features:
2.8.1 Break hold function to allow the vehicle to remain stationary without requiring constant foot pressure on the brake pedal.
2.8.2 Standard Radio (FM/AM Radio, LCD-Display, integrated USB-C Port to charge phones used by staff members, Bluetooth® so that phones used by staff can be used hands free as required by Texas law.)
2.8.3 Keyless start to remotely start the van to ensure that the air monitoring instrumentation housed within the van stays cool.
2.8.4 Driver cabin air conditioning to provide climate controls for staff members operating the van and/or air monitoring instrumentation.
2.8.5 Communication Module (LTE) that can allow for connectivity services including online map updates and accessing the emergency call system that can automatically contact emergency services in the event of a crash.
2.8.6 Heated driver’s seat to provide climate controls for staff members operating the van and/or air monitoring instrumentation. Staff are often required to conduct air monitoring with the windows rolled down for visual and olfactory inspection, even during cold weather.
2.8.7 AGM Battery 12-volt 92 ampere-hours 850 amperes, or equivalent
2.8.8 Tire pressure monitoring sensors so that staff members operating the van will be notified in the event of a flat tire.
2.8.9 Assist handles, right rear door to assist staff members stepping into and out of the cargo area and to help prevent injuries while doing so.
2.8.10 Hill Start Assist, which temporarily holds the brakes when starting a vehicle on an incline, preventing it from rolling backward. This will help protect the air monitoring instrumentation housed within the van.
2.8.11 Pre-wiring for trailer hitch so that a tow generator may be used to power the air monitoring instrumentation in the event that the onboard generator fails.
2.8.12 Rear view camera (rear-view mirror display) so that the area behind the vehicle is displayed in the rear-view mirror. This will help prevent backing into obstacles when reversing.
2.8.13 Crosswind Assist to help maintain vehicle stability during strong lateral wind gusts, especially at high speeds. This is necessary due to the high roof modification and will help prevent accidents caused by strong winds.
2.8.14 Sliding door, passenger side to access the cargo area that will contain air monitoring instrumentation.
2.8.15 Digital instrument cluster to display speed, revolutions per minute, oil temperature, etc.
2.8.16 Rain Sensor so that wipers automatically turn on in the event of rain. This will help prevent accidents caused by poor visibility.
2.8.17 Door-mounted assist handles, driver & passenger to assist staff members stepping into and out of the cabin area and to help prevent injuries while doing so.
2.8.18 Alternator 14-volt/250 amperes
