About this file
This document is a HUB (Historically Underutilized Business) Subcontracting Plan (HSP) Quick Checklist from the Texas Facilities Commission, providing guidance for vendors on how to comply with HUB participation requirements for a state contract. The document outlines four methods of HUB compliance: 100% HUB Participation, Meet the Goal, Good Faith Effort, and Self-Performing. The solicitation has a HUB goal of 23.7% for Professional Services, with a submission deadline of February 12 at 3:00 PM. Vendors must use the B2G online system (access code: 1407881565) to submit their HUB Subcontracting Plan, with the option to request a courtesy review from the HUB department prior to submission.
The document provides detailed instructions for vendors on how to complete the HSP based on their subcontracting approach. For those planning to subcontract, vendors must contact a minimum of 3 HUBs and 2 Minority Trade Organizations via email, allowing 7 working days for responses. The deadline to solicit subcontractors is February 3rd. Vendors must document their outreach efforts and be prepared to upload evidence to the B2G system. The HUB compliance process aims to increase participation of historically underutilized businesses in state contracting opportunities, with specific requirements for how vendors can meet or demonstrate good faith efforts to meet the HUB participation goal.
