ENVIRONMENTAL SERVICES
SCOPE OF WORK
Ellis Unit
The Contractor will conduct the quarterly groundwater sampling events at the TDCJ Ellis Unit Landfill located within the Ellis Unit, Huntsville, Texas. The sampling will be conducted in accordance with the Landfill’s Hazardous Waste Permit (HW-50361).
Each sampling event, the Contractor will collect groundwater samples from the six (6) permitted monitoring wells (identified as wells, P1R through P6R) and collect related Quality Assurance / Quality Control samples (i.e., field duplicate, Matrix Spike/Matrix Spike Duplicate pair, and equipment blank). Analyses will be completed on a standard laboratory turnaround of 21 days using the following United States Environmental Protection Agency (USEPA)/ Texas Commission on Environmental Quality (TCEQ) methods: Metals - Method SW6020A, Mercury - Method SW7470A, Anions - Method E300.0 (chloride), semi-volatile organic compounds (SVOCs) - Method SW8270D (PCP), total organic carbon (TOC) - Method SM5310C, chemical oxygen demand (COD) – Hach 8000, and total organic halides (TOX) - Method SW9020B.
The Contractor will validate data in accordance with the TCEQ Texas Risk Reduction Program, TRRP- 13 Quality Assurance Project Plan (QAPP) using a qualified chemist and summarized in a tabular format for future use in preparation of a groundwater monitoring report.
The Contractor’s licensed scientist/engineer will evaluate the quarterly data for exceedances of calculated background threshold values (BTVs) and historical Protective Contaminant Levels (PCLs) to calculate whether there are changes in the wells (statistically significant increases) and produce trend graphs. The Contractor will provide a table summarizing the analytical data and trend graphs, electronic deliverable for each quarterly groundwater monitoring event.
The Contractor will complete the required sampling by the end of each quarter (March 31, June 30, Sept 30 and Dec 31) and the licensed chemists data summary for evaluation of the statistically significant exceedances within 30 calendar days of the sampling activities, to meet reporting requirement set by TCEQ.
The Contractor will complete additional tasks during quarterly events necessary for preparing an Alternative Source Determination (ASD) or Notification of Exceedances (NOE) as follows:
• Review validated data completed by qualified chemists.
• Determine exceedances of the PCLs.
• Produce tables and graphs comparing concentration trends for this quarterly event with historical analytical data as well as against site background data.
• Prepare an ASD describing the rationale for exceedances not requiring additional sampling.
• Prepare a NOE with a recommendation for no further sampling as explained in the ASD or recommend resampling activities if an ASD is not justified.
Ellis reporting
The Contractor will prepare the Annual Groundwater Detection Monitoring Report (AGDMR) for the Ellis Unit Landfill, using the sampling data acquired for the previous four quarters to document the effectiveness of groundwater controls in accordance with the landfill’s Class I Permit Modification.
The Contractor will compile and submit the report to the Texas Commission on Environmental Quality (TCEQ) for review and approval by the permit deadline of March 1 each year.
The Contractor will review the Permit and subsequent modifications to identify report requirements.
Report documentation including field activities, groundwater levels, potentiometric surface maps indicating the groundwater gradient, data summaries, and data usability and analytical laboratory results, will be compiled into a summary report that meets the HW-50361 permit requirements.
The Contractor’s geologist will evaluate groundwater flow for the quarterly data, their regulatory specialist will review compliance with TDCJ's permit and permit modifications. The Contractor’s statistician will calculate background levels using data from historic quarterly sampling events.
Additionally, statistical tests will be developed to calculate if a statistically significant increase has occurred as required by the Permit.
Estelle Unit
The Contractor will conduct semi- annual groundwater sampling at the Texas Department Criminal Justice (TDCJ) Penta Plant located within the Estelle Unit in Huntsville, Texas. The sampling will be conducted to comply with the TCEQ-approved Response Action Plan (RAP) and Response Action Effectiveness Report (RAER) for the Site.
The Contractor will Collect groundwater samples from up to fifteen (15) monitoring wells and collect related Quality Assurance / Quality Control samples (i.e., field duplicate, MS/MSD pair, and equipment blank). The contractor will use an accredited laboratory to perform analyses for Dioxins/Furans - Method SW8290.
The data will be validated by the Contractor’s qualified chemist, summarized in a tabular format and one Data Usability Summary (DUS) report will be completed. The DUS will be included in a RAER [or Response Action Completion Report (RACR)].
Estelle Reporting
The Contractor will prepare the Estelle Penta Plant 3-year Response Action Effectiveness Report (RAER) for the Texas Department Criminal Justice (TDCJ). The Contractor will prepare and submit the RAER to the TCEQ electronically as well as one hard copy, to document the effectiveness of the response action. A licensed geoscientist and engineer, as appropriate, will seal and sign the report.
The RAER will be prepared using the TCEQ Form 10327.
Other environmental services (additions to the Ellis & Estelle projects or future environmental incidents at other units)
The Contractor will be expected to provide complete environmental services for a wide range of environmental projects/emergencies including assessment/investigation activities (e.g. Site Assessments, Affected Property Assessment Reports), Soil and Groundwater Decontamination and Monitoring, Response Action Plans, landfill Permitting and Closure. Projects may also involve other forms of environmental remediation (e.g. In-situ bioremediation) of existing TDCJ Facilities and properties. These may range from minor site clean-up to major facility remediation. Projects may also require design works, which may include engineering, architectural, civil, structural, mechanical and electrical. Works for a Construction Material Testing Laboratory for all TDCJ managed construction projects may be Needed.
TDCJ has the option to add additional sites to the awarded contract.
