About this file

The document is a Request for Qualifications (RFQ) 809-25-0013 issued by the State Preservation Board (SPB) for Architectural and Engineering (A/E) professional services to support the SHB Renovation project. The RFQ seeks to select a qualified architectural firm to provide comprehensive services including programming, project management, design development, construction documents, and construction administration. The project timeline indicates procurement activities from March 2025 to May 2025, with contract execution in June 2025, and an anticipated project completion approximately 2 years after construction document issuance. Key project phases include programming, test fit, schematic design, design development, and construction, with an estimated 80-week construction period from mobilization to certificate of occupancy.

The project involves a detailed renovation with extensive scope requirements, including facility inspection, staff headcount projections, space utilization analysis, design development, and comprehensive construction oversight. The architectural firm will be responsible for creating space plans, developing design concepts, coordinating with various consultants and vendors, preparing construction documents, and providing administrative support through project completion. The SPB anticipates a budget approval process, preliminary pricing issuance, furniture and equipment contract awards, and a phased approach to design and construction. Additional timing considerations include a 12-18 week permitting process, general contractor selection after schematic design, and a 6-week period for punch list, furniture, fixtures, and audiovisual installations after construction.
