About this file
This document is a specification attachment for recalibration services issued by the Texas Commission on Environmental Quality (TCEQ) for annual calibration of MesaLabs BIOS equipment located at 12100 Park 35 Circle, Building B in Austin, Texas. The contract covers annual calibration services for one ML-500 base with associated cells and up to two ML-800 bases with their corresponding three cells, with an option to renew the service for one additional one-year period from April 1, 2025, through August 31, 2026. The specified calibration services require comprehensive performance testing, including pre and post dynamic flow comparisons and full dimensional calibration against manufacturer's specifications for various flow cell types with specific accuracy and measurement uncertainty requirements.
The specification attachment includes detailed technical requirements for calibration, such as flow range specifications, measurement uncertainties, and performance standards. The contract stipulates a 60-calendar day routine delivery response time, a minimum one-year warranty covering system parts and labor, and a 45-day testing period upon receipt of equipment. Delivery is to be made directly to the TCEQ facility in Austin, Texas, with payment to be processed within 30 days after successful testing and verification of meeting all specified performance standards. The document provides a comprehensive inventory of specific MesaLabs equipment, including serial numbers and part numbers, subject to potential changes as new equipment is purchased.

Attachment A Specifications Specifications for Recalibration Services for the specific equipment listed in RFB 582-25-
08600 For use by the Texas Commission on Environmental Quality (TCEQ)
12100 Park 35 Circle, Bldg. B, Austin, TX 78753
Minimum General Specifications
1. Every year calibration services are to be performed on any one ML-500 base and associated 500 cells and up to any two ML-800 bases and their corresponding three cells.
2. TCEQ is requesting an option to renew this service for one (1) one-year periods from April 01, 2025, through August 31, 2025, renewing September 1, 2025, through August 31, 2026.
3. The below table is a current list of TCEQ’s MesaLabs BIOS inventory. This listed equipment is subject to change as new equipment is purchased.
Description Part Number Serial Number ML-500 Base 200-500-B 1073 ML-500 High Flow Cell 200-500-44 1068 ML-500 Base 200-500-B 105190 ML-500 High Flow Cell 200-500-44 200017 ML-800 Base 200-800-B 142504 ML-800 High Flow Cell 200-800-44 141877 ML-800 Low Flow Cell 200-800-10 139810 ML-800 Ultra-Low Flow Cell 200-800-3 153645 ML-800 Base 200-800-B 153672 ML-800 High Flow Cell 200-800-44 153360 ML-800 Low Flow Cell 200-800-10 153199 ML-800 Ultra-Low Flow Cell 200-800-3 153646 ML-800 Base 200-800-B 156719 ML-800 High Flow Cell 200-800-44 155861 ML-800 Low Flow Cell 200-800-10 155936 ML-800 Ultra-Low Flow Cell 200-800-3 155832
4. Product maintenance, pre and post dynamic flow comparisons and full dimensional calibration shall be undertaken against full manufacturer’s specifications:
a. For the ML-500 Base Unit and the ML-800 Base Unit, flows from the flow cells must be clearly displayed without intermittent shorting of the display
b. For the ML-500 High Flow Cells (ML-500-44), flows must be between 500 and 50000 standard cubic centimeters per minute with a volumetric uncertainty of +/-0.25% (standardized accuracy of +/-0.40%) where the measurement uncertainty is stated as a percent of reading (including standardization, if applicable) with a 95% confidence interval. (k=2)
c. For the ML-800 Ultra Low Flow Cells (ML-800-3), flows must be between
0.5 and 50 standard cubic centimeters per minute with a standardized / volumetric uncertainty of +/-0.25% plus 0.002 standard cubic centimeters per minute where the measurement uncertainty is stated as a percent of reading (including standardization, if applicable) with a 95% confidence interval. (k=2)
d. For the ML-800 Low flow Cells (ML-800-10), flows must be between 5 and 500 standard cubic centimeters per minute with a standardized / volumetric uncertainty of +/-0.15% standard cubic centimeters per minute where the measurement uncertainty is stated as a percent of reading (including standardization, if applicable) with a 95% confidence interval.
(k=2)
e. For the ML-800 High Flow Cells (ML-800-44), flows must be between 500 and 50000 standard cubic centimeters per minute with a standardized / volumetric uncertainty of +/-0.15% standard cubic centimeters per minute where the measurement uncertainty is stated as a percent of reading (including standardization, if applicable) with a 95% confidence interval.
(k=2)
5. Where equipment is found to be out of specification, full performance test results, in the as-received condition, must be obtained before any adjustment or repair action is taken.
6. On completion of the calibration work, a certificate of calibration is required, signed by the authorized representative, containing a statement confirming that the calibration can be demonstrated to be traceable to National or International standards on a recalibration interval of 24 months
7. On completion of the calibration work, a certificate of calibration is required, signed by the authorized representative, containing a statement confirming that the calibration is in full compliance with its performance specifications.
8. Any omission from the full calibration are to be notified to TCEQ and shall be agreed in writing before a certificate, clearly annotated “Partial Calibration” is issued.
9. Must have a response time of 80 seconds or less per volumetric reading.
10. Must have a standardized accuracy of no greater than +/- 0.40%.
11. Must have a volumetric accuracy of no greater than +/- 0.25%.
