About this file

This is a Request for Proposals (RFP) #25-22 for Advertising Creative Services issued by San Jacinto Community College District (SJCCD) in Texas. The RFP solicits proposals from qualified firms to create a comprehensive advertising campaign with extensive creative deliverables, including radio and television commercials, print advertisements, out-of-home/billboard ads, and digital advertisements - all in both English and Spanish versions. The project is scheduled to be issued on March 10, 2025, with a proposal submission deadline of April 4, 2025, and potential virtual presentations/interviews for top-ranked firms between April 21-22, 2025. The contract term will run through project completion no later than August 31, 2025, with a total budget not to exceed $100,000. All creative work must reflect the college's brand standards, use local talent when possible, and be filmed in Harris County.

The pricing structure requires proposers to submit creative costs, production costs, and administrative costs through the IonWave e-bidding platform. While SJCCD does not give preference to historically underutilized or small businesses, contractors utilizing subcontractors must track and report diversity classifications for statistical purposes. The evaluation will be conducted by a committee using a 100-point scoring system, with points allocated across firm qualifications (20), personnel qualifications (10), scope understanding (30), references (5), exceptions (5), and price proposal (30). Potential additional interviews could add up to 20 more points to the final selection process, with the highest-rated proposer likely to be recommended for the advertising creative services contract.
