About this file
This is Addendum No. 1 to RFQ No. MCP-COM-25 issued by The University of Texas System's Office of Capital Projects for commissioning services related to the Medical Complex Project (MCP), a joint initiative between The University of Texas at Austin and The University of Texas MD Anderson Cancer Center. The RFQ seeks qualified firms to provide comprehensive commissioning services including systems integration, equipment startup verification, and testing of various building systems including refrigeration, chemical fume hoods, biological safety cabinets, conveying systems, and pneumatic tubes. Responses are due March 4, 2025 at 2:00 PM, with contract award expected a few months after submission and evaluation. The successful respondent will serve as the Commissioning Authority (CxA) providing technical and procedural leadership throughout all project phases.
The RFQ stipulates a 26.0% HUB (Historically Underutilized Business) participation goal in accordance with UT System and state requirements. Multiple firms may potentially be awarded contracts, though currently at least one firm is planned to be contracted. The scope of many systems to be commissioned is not yet determined as the project is in early stages. Commissioning work will occur prior to the contractor turning over the building to the owner and is not a retro-commissioning engagement. The RFQ clarifies that holding other agreements with UT institutions does not preclude firms from responding, as this is a qualifications-based selection rather than a bid process.

The following information is issued to change, clarify, supplement or further explain the above referenced RFQ. This information shall supersede and take precedence over the information contained in the RFQ in the event of a conflict.
In response to written inquiries, the following clarifications are issued:
Question #1: Section 1.3.10.6 Systems to be Commissioned – Refrigeration Systems – Please clarify what type of refrigeration systems are included under this scope of work (i.e. walk in freezer, cooler, subzero freezers, etc.)?
Response #1: At this stage of the project the scope of these anticipated systems is not known.
Question #2: Is the intent to commission the integration to the BMS, witnessing equipment start-up, equipment operation, etc.?
Response #2: Yes.
Question #3: Section 1.3.10.11 Systems to be Commissioned - Chemical fume hood and biological safety cabinet airflow. Please clarify the commissioning scope intent for fume hood and bio safety cabinets?
Response #3: This will be based on the quantity and quality of the biological materials. This will be confirmed at a later date with design documents.
Question #4: Typically, units are commissioned by a certified professional which performs an
ASHRAE 110 test. Is the intent for the Cx authority witness equipment start-up, ASHRAE 110 test and document all equipment operation, etc.?
Response #4: Performance and certification requirements will be documented in the construction documents and included in the commissioning plan.
Question #5: Section 1.3.10.20 Conveying & pneumatic tube systems – Please provide detail and information what type of systems are included under this scope.
Response #5: At this stage of the project the scope of these anticipated systems is not known.
Question #6: Section 1.3.10.24 Other unique systems such as food service equipment, medical equipment, waste disposal equipment – Please provide additional information what is included under this scope of work (i.e. grease interceptor, sump pumps, garbage disposals, etc.)
Response #6: At this stage of the project the scope of these anticipated systems is not known.
Question #7: Section 1.3.10.25 Regulatory areas, including but not limited to Pharmacy, OR/IR, clean rooms, and laboratories – Is the scope intent to work in these areas after normal occupancy hours (i.e. after 6pm)?
Response #7: Commissioning will take place prior to the Contractor turning the building over to the Owner. At this time, it is not known if commissioning services will be required after 6 pm but this is not a retro commissioning engagement.
Question #8: What is the expected contract award date?
Response #8: The award date for the commissioning services contract will be a few months after the submission and evaluation of submitted RFQs.
Question #9: Is Key Personnel Commissioning Certificates required as part of the RFQ package?
Response #9: The team member information included in the response is up to the individual responding firm. We look for a response that best shows the team’s capabilities.
Question #10: Does UT require resumes for all proposed team members or only key personnel?
Response #10: The team members you include are up to the individual responding firm. We look for a response that best shows your team’s capabilities.
Question #11: Is table format, graphics, and pictures acceptable to display information?
Response #11: Yes.
Question #12: Does UT require resumes for subconsultants?
Response #12: The team members or subconsultants you include are up to the individual responding firm. We look for a response that best shows your team. If you plan to use subconsultants, subconsultant information would be helpful in evaluating the overall team.
Question #13: Does UT preclude a prime or subconsultant from bidding if it currently holds agreement for another IDIQ with UT-Austin or any other UT?
Response #13: This is not a bid but an evaluation of qualifications. Holding other agreements does not preclude a firm from responding to this RFQ.
Question #14: What is the minimum HUB participation required under this RFQ?
Response #14: The purpose of the HUB Program is to promote full and equal business opportunities for all businesses in State contracting in accordance with UT System specific or statewide HUB goals as specified in TAC Rule 20.284. The goal for this contract is 26.0% HUB participation.
Question #15: Is the owner’s intent to hire a single or multiple bidders under this contract?
Response #15: Currently we intend to have at least one firm under contract for commissioning services for this project. We do not know if we will have more than one firm under contract as it is possible to have multiple firms under contract.
Question #16: Confirm if the successful bidder scope of work is to act as the “Commissioning Authority
(CxA) for the Owner and be able to provide total building commissioning technical and procedural leadership during all project phases.”
Response #16: If successful, the respondent is expected to be able to provide whole building commissioning for this project.
