About this file

This is a technical specification document from the Texas Department of Transportation (TxDOT) for a salt brine production system (Specification No. TxDOT 545-65-93628, dated January 2025). The specification details requirements for an auto-calibrating salt brine production system, specifically citing the Large BrineMaster Brine Maker BM3000 or TxDOT-approved equal as an example. The system must feature an upflow process with specific dimensional requirements (maximum 181 inches length, 65 inches width, 82 inches height), a minimum 600-gallon main tank capacity, 2 cubic yard rock salt holding capacity, and must produce at least 2,600 gallons per hour at maximum water source flow rate. The equipment must be new, and vendors must provide original manuals containing illustrated parts lists and operating instructions with each unit. The warranty period is minimum 12 months or the manufacturer's standard warranty if longer.

The specification includes requirements for acceptance inspection and performance testing within five working days of receipt, after installation and training are completed. Environmental considerations are emphasized, with TxDOT encouraging manufacturers to comply with SAE J1344 standards for plastic parts marking and recycling. The agency promotes the adoption of ISO 9001-9003 standards for quality management. No specific pricing terms are mentioned in the specification, though it notes that all equipment must be new, and used, shopworn, demonstrator, prototype, remanufactured, reconditioned, or discontinued models are not acceptable. The specification is made available through the National Institute of Governmental Purchasing (NIGP) but may not be sold for profit.

PART I

GENERAL CLAUSES AND CONDITIONS

1. The equipment furnished under this specification must be the latest improved model in current production, as offered to commercial trade, and must be of quality workmanship and material. The respondent represents that all equipment offered under this specification must be new. USED, SHOPWORN, DEMONSTRATOR, PROTOTYPE, REMANUFACTURED, RECONDITIONED

OR DISCONTINUED MODELS ARE NOT ACCEPTABLE. Respondent must submit with the solicitation the latest printed literature and detailed specifications on equipment the respondent proposes to furnish. This literature is for informational purposes only. All parts not specifically mentioned which are necessary for the unit to be complete and ready for operation or which are normally furnished as standard equipment must be furnished by the vendor. All parts must conform in strength, quality, and workmanship to the accepted standard of the industry. The unit provided must meet or exceed all federal and state of Texas safety, health, lighting, and noise regulations and standards in effect and applicable to equipment furnished at the time of manufacture.

2. DATA SHEETS: Data sheet(s) should be returned for informational purposes only. The data sheet(s) must be provided within three working days of request. Failure to provide the completed data sheet(s) within the requested time will result in the response being considered non-responsive.

3. MANUAL(S): Original manual(s) containing illustrated parts list(s) and operating and service instructions for the unit must be delivered with each unit. Copies of manual(s) are not acceptable.

Electronic copies of manuals from the manufacturer are acceptable. Manual(s) must include all necessary service, warnings, operating instructions and safety precautions for each unit delivered.

Parts list(s) must cover all components of the unit. Each part must be identified by part number, description, and component location. The following additional information must be provided by the vendor at time of delivery if not included in the manual referenced above:

3.1. Manufacturer’s recommended service and preventive maintenance intervals.

3.2. Recommended fluids, lubricants and their SAE/API equivalents

DATED: January 2025

2-3

4. ACCEPTANCE INSPECTION: All equipment ordered with this request will be subject to acceptance inspection and performance testing upon receipt. Acceptance inspection and performance testing will not take more than five working days, weather permitting. Acceptance inspection will not occur until after the equipment has been delivered and installation and training is completed. The vendor will be notified within this time frame of any units not delivered in full compliance with the purchase order specifications. If any units are canceled for non-acceptance, the needed equipment may be purchased elsewhere and the vendor may be charged full increase, if any, in cost and handling.

5. WARRANTY: Vendor must warrant equipment for a minimum of 12 months. If the manufacturer's standard warranty period exceeds 12 months, then the standard warranty period must apply. The warranty begins on the date the unit is determined to meet specifications and accepted into TxDOT’s inventory. The vendor must furnish a warranty with the equipment indicating the terms and conditions of the warranty and list of names and addresses of servicing dealers in the state of Texas who perform warranty work.

6. It is the intent of TxDOT to purchase goods, equipment, and services having the least adverse environmental impact, within the constraints of statutory purchasing requirements, TxDOT need, availability, and sound economical considerations. Suggested changes and environmental enhancements for possible inclusion in future revisions of this specification are encouraged.

7. TxDOT encourages all manufacturers to comply voluntarily with the Society of Automotive Engineers (SAE) Recommended Practice for marking of plastic parts per current SAE J1344 standard. All plastic components furnished to this specification should have an imprinted SAE symbol identifying the resin composition of the component so that the item can be recycled after its useful life. Manufacturers are encouraged to use recycled plastics and materials in the manufacture of their products in order to conserve natural resources, energy and landfill space. Respondent should note that future specification revisions may require mandatory compliance with the SAE plastic coding system.

8. TxDOT is committed to procuring quality goods and equipment. TxDOT encourages manufacturers to adopt the International Organization for Standardization (ISO) 9001-9003 standards, technically equivalent to the current American National Standards Institute/American Society for Quality Control (ANSI/ASQC Q91-93), and obtain certification. Adopting and implementing these standards is considered beneficial to the manufacturer, TxDOT, and the environment. It is TxDOT's position that the total quality management concepts contained within these standards can result in reduced production costs, higher quality products, and more efficient use of energy and natural resources.
