About this file

This is a Scope of Work document from the State Preservation Board of Texas for RFP No. 809-25-0003, which seeks metal refinishing and maintenance services for nine state properties including the Texas State Capitol, Capitol Extension, Sam Houston Building, Robert E. Johnson Building, John H. Reagan Building, Capitol Visitors Center, Bullock Texas State History Museum, Texas State Cemetery, and Governor's Mansion. The contract is anticipated to be a two-year term with quarterly, bi-annual, semi-annual, and annual maintenance deliverables. Work must be performed after hours (typically outside 7am-6pm CST), with special scheduling requirements during the Legislative session from January 1, 2025 to June 1, 2025. The scope includes refinishing and maintenance of brass handrails, bronze elevator entrances and cabs, stainless steel surfaces, and wood touch-up services for elevator cab interiors.

The technical requirements specify various metal finishing processes including stripping, scratch removal, cleaning, polishing, and lacquering, with specific requirements for different metal types (bronze, brass, stainless steel, aluminum) and finishes (oil rubbed, polished, satin, decorative). Contractors must provide mockups for owner approval, protect properties from damage, maintain clean work areas, and follow strict safety protocols including fire marshal approval for chemical usage. Special security clearance is required for work at the Governor's Mansion, with DPS clearance needed 2 days in advance. The document does not specify pricing terms or funding sources.

STATE PRESERVATION BOARD PROPERTIES METAL REFINISHING AND MAINTENANCE

ATTACHMENT A: SCOPE OF WORK

DETAILED DESCRIPTION OF SERVICES REQUESTED

The State Preservation Board (SPB) is accepting bids to furnish all labor, materials, insurance, equipment, schedule, and supervision necessary to perform a two – year cycle contract for metal refinishing and regular maintenance of unpainted architectural metals, and as needed wood touch up services (starred buildings) for elevator cab interior panels for the State Preservation Board properties and state office buildings below:

1. Texas State Capitol*

2. Capitol Extension

3. Sam Houston Building (SHB)

4. Robert E. Johnson (REJ) Building*

5. John H. Reagan (JHR) Building

6. Capitol Visitors Center

7. Bullock Texas State History Museum*

8. Texas State Cemetery

9. Governor’s Mansion*

FREQUENCIES:

B - BI-ANNUALLY (Every 2 years) S - SEMI-ANNUALLY (Twice a year) A - ANNUALLY (Once a year) Q - QUARTERLY (Four times a year)

1) Texas State Capitol*

a) Brass handrails on three (3) levels of rotunda (Takeoff (LF) : Second Floor-139', Third

Floor – 139', Fourth Floor – 139'

i) Clean and lacquer - Bi-Annually

ii) Wash and wax - quarterly thereafter

iii) Historic treatment note: A nitrocellulose lacquer should be utilized. Low VOC options are available, with equal performance. Three layers should be used, for maximum protection of these original building elements in high traffic areas. Strip and replace every 2 years, watch and consider more frequent replacement, as this type of finish can wear quickly. Consider a sacrificial wax finish on higher-use areas, Attachment A: Scope of Work RFP-809-24-0003 3 as a potential cost savings measure to allow longer periods between lacquer replacement.

• Wax would be more maintainable, but is not strong enough to protect from scratches from hand rings, and would have a high maintenance cost over time.

• Nitrocellulose lacquer is more durable than an acrylic lacquer, and appropriate for internal use where not exposed to UV rays.

• Rails should be cleaned chemically and gently to remove lacquers and any corrosion (most found between the hand-rubbed areas and the retained lacquer finish area).

• Re-finish should be as gentle as possible to restore an accurate period finish and evening out mirror finish and worn areas.

• Finish should be a non-directional satin, to achieve a dull satin shine without directional brush strokes. As close as possible to the naturally hand-rubbed finish on the worn areas is the goal.
