TERM: Begin Date to End Date
CONTRACT: This is a contract for Veterinary Technician services at Texas Racing
Commission licensed horse racetracks. Contract Veterinary Technician services will be provided at Gillespie County Fair (GFC), Retama Race Park, Lone Star Park, and Sam
Houston Race Park.
Assignments and scheduled work hours will be made at the sole discretion of the Chief
Veterinarian and/or the Deputy Executive Director of Operations. Any renewal shall be on the same terms and conditions as this contract. Changes that are mutually agreed upon in writing can be made during a renewal of this contract. Veterinary Technician duties and functions will comply with the Texas Racing Act, Texas Rules of Racing, and agency policies and procedures.
Contract Veterinary Technicians will work under the supervision of the Chief
Veterinarian and follow both agency policies as well as training or policy direction from the Chief Veterinarian.
Scheduled hours for work will be set by the Chief Veterinarian. If the Chief Veterinarian is not available, seek guidance from the Deputy Executive Director of Operations. Any questions may also be directed to the Deputy Executive Director of Operations.
HOURLY RATE: For all veterinary technician services provided, the hourly rate will be
$50/hour for 2 or more days worked in a row and $35/hour for a single day. Work hours are defined as being actively engaged in viewing morning workouts, live racing, conducting equine inspections, conducting consultations with licensees, directly assisting test barn activities, or actively practicing medicine under the supervision of
TXRC Veterinarians. Travel time, on site resting between morning works and race activities, or off-site meals are not considered work hours. The purpose of the hourly rate is to provide compensation for active services provided in the field of equine medicine in direct support of racing operations. Contractor is responsible for entering all hours worked on the form provided by the agency.
Hours worked will be documented on the TXRC Contractor Time Sheet and Expense
Voucher provided by the agency. This time sheet and expense voucher must be fully completed and will include all work hours by track where services were provided, activity, date, start and end times, and total # hours worked each day. The timesheet and expense voucher must contain the complete Contractor’s name, address, Purchase
Order #, and amount owed. The timesheets are to be submitted to the Chief
Veterinarian for review, approval, and signature.
Payment will be bi-monthly, from the 1st through the 15th and the 16th through the last day of the month. Approved invoices will be sent to payables@txrc.texas.gov with cc:
aaron.grigsby@txrc.texas.gov and jill.ward@txrc.texas.gov
TXRC has up to 30 days from the date of approved timesheet submitted to submit payment to the vendor per Government Code 2251.21, Subchapter B.
TRAVEL: There is no monetary compensation for travel to include travel hours, mileage, rental vehicles, flight costs or lodging during the term of this contract.
Texas Racing Commission doesn’t pay travel expenses for Contractors but realizes that working away from their home of record increases a Contractor’s expenses; therefore, a single day of work will be paid at $35/hour and 2 or more consecutive days worked will be paid at $50/hour.
LICENSURE: If Contractor is licensed as a Veterinary Technician, contractor must maintain the license throughout the entire term of this contract. Failure to do so will void this contract immediately.
EQUIPMENT: If Contractor is issued TXRC owned equipment, Contractor will ensure that all equipment is kept secure. In the event of intentional or negligent loss, destruction, or damage to any Agency or State of Texas property by Contractor or
Contractor’s employees, agents, subcontractors, and suppliers, Contractor shall be liable to Agency and the State of Texas the full cost of repair, reconstruction, or replacement of the lost, destroyed, or damaged property. Contractor will reimburse
Agency and the State of Texas for such property damage within ten (10) calendar days after Contractor’s receipt of Agency’s notice of amount due.
CYBERSECURITY TRAINING: If Contractor has access to a state computer system or database, Contractor will be required to complete a cybersecurity training program certified under Texas Government Code Section 2054.519 as selected by the Agency.

CONFLICTS OF INTEREST: In addition to the qualifications for contracting and standards of conduct prescribed by statute, the agency has a policy relating to conflict of interest. Due to the nature of the agency’s regulatory work, Contractors often develop friendships with individuals regulated by the Racing Commission. Generally, a
Contractor’s personal relationships are his or her own business. However, in some instances, a relationship with a licensee, a licensee’s representative, or another member of the Racing Commission’s regulated population has the potential to create an appearance of impropriety. Each Contractor should take care to ensure personal relationships do not hinder the Contractor’s ability to perform his or her regulatory duties. Further, each Contractor has the duty to ensure personal relationships do not call the high standards and integrity of the Racing Commission into question.
FINAL STATEMENT: This contract will not exceed $75,000 for the term of the contract unless reviewed and approved by the TXRC Executive director. Any unused funds are automatically cancelled at the end of the contract term.
Acceptance of this contract does not suggest, imply, promise, guarantee or obligate the Texas Racing Commission to extend an offer of employment upon the conclusion of this contract.
THIS CONTRACT IS ACCEPTABLE, and I AGREE TO THE TERMS STATED
ABOVE.
