About this file

This is a Request for Proposals (RFP #25-15) issued by San Jacinto Community College District (SJCCD) for debt collection services. The RFP was issued on January 10, 2025, with a questions deadline of January 21, 2025, and proposal submission deadline of January 30, 2025 at 2:00 p.m. Central Time through the IonWave e-bidding platform. Virtual presentations for top-ranked firms may be scheduled between February 17-20, 2025, with award recommendation expected in March/April 2025. The contract term is two years with three one-year renewal options. The scope includes collection of delinquent tuition accounts and other college receivables, with requirements for proper collection practices, monthly reporting, and handling of special circumstances like bankruptcies.

The pricing structure requires proposers to submit commission rates for both first and second referral accounts, with SJCCD intending to make separate awards for each referral type rather than awarding both to the same vendor. Proposers must provide rates for three service categories: regular debt collection services, non-sufficient funds accounts without lawsuits, and non-sufficient funds accounts with law enforcement agency submission. Proposals will be evaluated on a 100-point scale considering qualifications (25 points), scope understanding/approach (30 points), references (10 points), price (30 points), and terms/conditions exceptions (5 points). If interviews are conducted, an additional 40 points may be awarded based on presentation and interview performance.
