About this file

This is Addendum #1 to RFP 2025-P04 for Jail Dashboard Software issued by Hays County Purchasing Office in Texas. The addendum provides answers to 89 questions about the procurement for developing and managing jail dashboard software that will provide daily-updated data about the county jail population. The submission deadline has been extended from January 30, 2025, to February 3, 2025, at 11:00 AM CST. The project is expected to begin in March 2025 with a six-month implementation period to get the dashboard operational, followed by daily updates. The solution can be hosted either on-premise or in the cloud, requiring integration with the county's MS SQL Server database through a combination of CSV exports and API access.

The incumbent vendor is the Vera Institute of Justice, who provided services through a grant that has now expired. The county has not specified a budget for this project. Vendors must break down costs into implementation, software and licensing, training, annual maintenance, and other services categories. The system will serve up to 100 users maximum, with four county IT staff requiring administrative access and training. The county will provide server requirements, while the contractor must provide all software, licenses, warranty, and post-warranty support. The dashboard must handle less than 2MB of data per day with a minimum five-year data retention requirement. Remote services from outside the USA are not permitted.
