About this file

This document is a Questions & Answers file for a Barber IFB (Invitation for Bid) issued by the Texas Juvenile Justice Department for the McLennan County State Juvenile Correctional Facility in Mart, Texas. The services requested include providing approximately 200-265 haircuts per month, including basic clipper cuts, edge-ups, and trimmer cuts for both male and female youth residents. The service provider must have a current Texas Barber License, complete PREA Education, pass background checks and fingerprinting. The barber schedule must coordinate with youth scheduling and be approved by the Superintendent, with services performed during facility hours.

The payment structure is based on actual haircuts provided, documented through INS800 haircutting logs, with no guaranteed minimum volume. The previous contract holder was Miles Adanandus Barber Shop, with a winning bid of $21.49 per haircut. The facility provides all required haircutting supplies as a cost-saving measure. Bid submissions must be made on the IFB Form, including Bidder ID# or Social Security#, address, signature, and per-haircut price quote, along with a current copy of Texas Barber License. Monthly feedback meetings are required with the Superintendent, purchaser, or Business Manager, and operational contacts will be provided with the Purchase Order for Services.
