About this file

This is a HUB Search Assistance guide document from the Texas Statewide Procurement Division (SPD) and Texas Department of Information Resources that explains how to use the National Institute of Governmental Purchasing (NIGP) Commodity/Services Code system for state procurement classification. The document outlines how the NIGP code system is organized, with codes 001-899 representing commodities/products and codes 900-999 representing services. It provides specific examples of both commodity codes (such as 025-43 for high pressure compressors and 204-53 for desktop/tower microcomputers) and service codes (918-21 for business consulting and 968-66 for right of way services).

The document explains that vendors can use the Centralized Master Bidders List (CMBL), which is Texas's master database for connecting vendors with state purchasing opportunities. It provides three key URLs: one for the commodity code book search, one for the CMBL search system, and one for CMBL/HUB Directory search tips. The purpose of this guidance is to help vendors, particularly Historically Underutilized Businesses (HUBs), properly code their products/services and connect with relevant state contracting opportunities through the CMBL system.

Historically Underutilized Businesses (HUB) Search Assistance

The NIGP Commodity/Services Code, developed by the National Institute of Governmental Purchasing, is used by the state of Texas to classify procurements, and match potential vendors with the state’s needs.

The Statewide Procurement Division (SPD) and Texas Department of Information Resources also use the

NIGP code to help purchasers source commodities and services through statewide contracts.

The NIGP is organized as follows:

Class Codes 001 to 899 are commodities/products and 900 to 999 are services.

Examples:

Commodity Codes:

025‐43: Compressor: High Pressure, All Sizes and Models.

204‐53: Microcomputers, Desktop or Tower based.

Service Codes:

918‐21: Business Consulting 968‐66: Right of Way Services, Including Title, Relocation, Condemnation, etc.

Respondents can use the class‐item numbering and description found in the book to properly code products or services. Bidders are encouraged to become familiar with the format and contents of this book as they apply to the Centralized Master Bidders List search and vendor providing.

The CMBL is a master database used by the state of Texas purchasing entities to develop a mailing list for vendors to receive bids based on the products or services they can provide to the state of Texas.
