About this file

This is an addendum containing questions and answers issued by the Texas Historical Commission (THC) for Bid No. 808-25-242851 regarding the Visitors Center and Events Pavilion project at Kreische Brewery Monument Hill State Historic Site. The project involves replacing the existing 2,500 square foot Visitor Center with a new 5,000 square foot facility and expanding the existing 900 square foot pavilion to approximately 2,500 square feet. The scope includes design of both structures and related civil engineering, focusing on accessible routes between facilities. The bid opening is scheduled for February 7, 2025, at 2:01 PM CT. The new Visitor Center will be single-story to address accessibility issues, and may include additional programming space such as a classroom or multi-purpose room. The pavilion may incorporate a warming kitchen and additional storage.

The buildings will remain in their current general locations due to archeological considerations, with no major changes planned for the existing parking lot. Interpretive exhibits will be replaced under a separate contract. The project is well above the Colorado River floodplain, though water quality considerations will need to be verified by the selected A/E team. The pavilion serves multiple functions including school group staging, visitor shelter, and event space. Pollution coverage requirements will need to be vetted by THC's legal team with the awarded respondent, and only the prime vendor needs to submit an A/E questionnaire. Alternative provisions can be discussed after selection but before contract execution.

ADDENDUM 1

QUESTIONS AND ANSWERS

January 28, 2025

BID NO: 808-25-242851

JOB NAME: VISITORS CENTER AND EVENTS PAVILLION AT KREISCHE BREWERY

MONUMENT HILL STATE HISTORIC SITE

CLASS/ITEM: 906-10, 906-56

1. QUESTION: 1. Can we please confirm the project square foot or budget?

ANSWER: The existing Visitor Center is 2,500 square feet. The existing pavilion is 900 square feet of enclosed space, plus a similar area of outdoor covered space. We anticipate that the replacement facilities will be larger – approximately 5,000 square feet for the Visitor Center and approximately 2,500 square feet for the pavilion.

2. QUESTION: 2. Are there civil items to be addressed beyond the buildings sites themselves?

ANSWER: This project will be limited to the design of the two subject structures and directly related civil engineering only. This will include the accessible route from the parking lot to the Visitor Center and the route from the Visitor Center to the Pavilion.

3. QUESTION: 3. Are subconsultants required to submit an A/E questionnaire or just the prime?

ANSWER: Prime Vendor only.

4. QUESTION: 4. Regarding Exhibit A and Section IV General Terms and Conditions: Where within the response document should we include alternative provisions we may desire to offer the Texas Historical Commission?

ANSWER: The time for such discussions with a Respondent is after they have been selected and before the contract has been executed.

5. QUESTION: 5. Pollution coverage is provided under our Professional Liability policy. Is that acceptable to Texas Historical Commission?

ANSWER: This type of coverage will need to be vetted by the THC legal team with the awarded respondent.

6. QUESTION: 6. We assume pedestrian circulation will be part of the Project scope – will vehicular parking and/or circulation be part of the Project scope?

ANSWER: Enhancements to both pedestrian and vehicular circulation should be considered in the early planning phase of the project. That being said, we do not anticipate any major changes to the existing parking lot.

7. QUESTION: 7. Are there any additional expectations for outdoor amenities beyond the open-air pavilion?

ANSWER: No.

8. QUESTION: 8. We assume we are out of the Colorado River Floodplain - any water quality issues we should be aware of?

ANSWER: Yes, we are well above the floodplain. We are not aware of any specific water quality considerations for this project, but confirming that will be one task for selected the A/E team.

9. QUESTION: 9. Will the project include vehicular parking and traffic circulation, or will it focus solely on pedestrian pathways?

ANSWER: Enhancements to both pedestrian and vehicular circulation should be considered in the early planning phase of the project. That being said, we do not anticipate any major changes to the existing parking lot.

10. QUESTION: 10. Beyond the open-air pavilion, are there other outdoor features or amenities envisioned for the project?

ANSWER: No.

11. QUESTION: 11. Can you confirm whether the site is free from Colorado River floodplain impacts, and are there any water quality considerations we should keep in mind?

ANSWER: Yes, we are well above the floodplain. We are not aware of any specific water quality considerations for this project, but confirming that will be one task for selected the A/E team.

12. QUESTION 12. Is it envisioned that the new building(s) will replicate the programming and areas of the existing buildings, or is there a desire to modify / expand programming?

ANSWER: The programming for each building may be expanded. For example, the Visitor Center may include a classroom or multi-purpose room, and the Pavilion may include a warming kitchen and additional program storage. Such matters will be discussed during the initial phase of services.

13. QUESTION: 13. Should we consider replacing the existing interpretive exhibits as part of the project scope?

ANSWER: The exhibits will be replaced, but that project will occur under a separate contract.

14. QUESTION: 14. The RFQ mentions accessibility as a key driver. Should we consider parking and access to the visitor center / pavilion as potential parts of the project scope?

ANSWER: The primary issue with accessibility at the current facilities is that the Visitor Center is a two-story building with no elevator. The new Visitor Center will be a single-story building, which will solve many of our issues. Enhancements to both pedestrian and vehicular circulation should be considered in the early planning phase of the project. That being said, we do not anticipate any major changes to the existing parking lot.

15. QUESTION: 15. What types of events are typically held in the pavilion? Is there a desire to accommodate different types of events than currently occur?

ANSWER: The Pavilion is used for various types of gatherings, including staging school children as they await activities, shelter for individual visitors during inclement weather, and functions during various annual events.

We will certainly take this opportunity to consider additional uses.

16. QUESTION: 16. Is it a given that the buildings will remain in their existing locations?

ANSWER: Due to archeological considerations, the building will remain generally in their current locations.
