About this file
This is Addendum No. 1 to RFP01-SLMO-25-198 for Energy Consulting Services issued by The Texas A&M University System Office of Procurement & HUB Program. The addendum extends the proposal due date from January 17, 2025 to February 4, 2025 at 2:00 p.m. Central Time, with proposals to be submitted electronically via email to soprocurement@tamus.edu. The revised calendar of events includes a January 14, 2025 deadline for questions, January 20, 2025 for the release of the final addendum, and a February 4, 2025 proposal submission deadline. The services requested include comprehensive energy project consulting, including assistance with drafting and negotiating energy project contracts, land management best practices, and risk assessments related to project development.
The addendum clarifies that a rate card pricing structure is acceptable for the cost proposal, provided it includes all identifiable and known costs associated with the scope and services required. There is currently no incumbent firm providing these services to the System. The addendum also clarifies that legal firms and attorneys are not being sought for this RFP, removes an erroneous reference to Learning Management Solutions, and corrects a section reference regarding the selection process. The document provides additional clarity on proposal requirements and evaluation criteria, while maintaining the original scope of energy consulting services sought by the university system.

Questions/Responses:
1. Identifying level of effort is challenging for an on call contract. Would a rate card satisfy the requirements of the Cost Proposal?
Response: A rate card is sufficient as long as it includes all identifiable and known costs associated with the scope and services required per Section 3 of this RFP.
2. Is there a firm currently providing these services to the System?
Response: No.
3. Section xii on page 11 is seeking Legal Advisory Services. We are interpreting this as technical energy consulting services providing recommendations to the University’s legal teams. Or are you seeking attorneys & legal firms to respond to this RFP?
Response: A&M System is not seeking responses from attorneys and legal firms to this RFP. See the revision below to replace section 3.2 A. (xii).
(xii) Other Advisory Services
a. Assist as requested with drafting and negotiation of comprehensive energy project contracts, including PPAs, interconnection agreements, and construction contracts
b. Ensuring contracts are aligned with best practices in land management for energy development mailto:soprocurement@tamus.edu
c. Advising as needed and requested on indemnification, insurance, and liability considerations in energy project agreements
d. Risk assessments related to project development, leasing and operations.
4. Are respondents required to demonstrate experience with the List of Industries & Technologies at the bottom of page 11, Section B?
Response: Refer to the third paragraph of section 4.2. Respondents may, however, provide any additional information relevant to experience in each of the types listed in section 3.2 B.
5. Can you please elaborate on the reference to, “Learning Management Solutions and A&M’s preferred technologies”? What is the System seeking as part of this response?
Response: Item D. of section 4.3 shall be removed as it was included in error.
6. Please explain the requested format & required information for the Cost Proposal. Since there is no firm scope defined, it will be extremely difficult to compare & evaluate pricing information received from the respondents.
a) Is a rate schedule sufficient? Response: Refer to question #1 above.
b) How will future TOs be negotiated? Via a mini-bid RFP process with the selected firms?
Response: Refer to section 3.3 of the RFP for information regarding our assignment process.
No other information is available at this time.
7. Section 4.5 refers to section 2.7 for “details on the A&M System’s selection process.” Section 2.7 does not exist.
Response: That reference is incorrect. Refer to section 2.6 for the RFP selection process.
