About this file
This is a document containing HHS Responses to Questions for solicitation HHS0014378 from Texas Health and Human Services regarding the Texas Tobacco Quitline (TTQL) services. The document addresses vendor questions about providing tobacco cessation services, including enrollment, intake, NRT assessment and delivery, cessation coaching, and support for Texas residents ages 13 and older. Key operational requirements include maintaining 24/7 availability (except select holidays), providing services in English and Spanish through live qualified cessation coaches, and ensuring 80% of calls are answered within 30 seconds. The document clarifies that the TTQL had an average of 1,572 calls per month from January through December 2023, with 93.4% of calls in English and 6.6% in Spanish.
The document indicates that pricing must be presented strictly according to Exhibit H Cost Proposal format, with no additional lines or alternative fee structures permitted. There are currently 16 HL7V3 and 16 HL7V2 eReferral connections in place for TTQL. While historical data shows 3,336 participants were eligible for lung cancer screening in FY23 and 7,523 in FY24, many requested statistics about current operations (including wait times, handle times, and staffing levels) were listed as "not available." The document emphasizes that transition costs must be included in the respondent's proposed all-inclusive unit prices, and that specifications for recording requirements and other operational details will be provided to the selected contractor after the contract effective date.
