About this file
This document is an Amendment to an Invitation for Bids (IFB) issued by the Texas Department of Criminal Justice (TDCJ) for the procurement of chilled water fan coil units. The amendment provides responses to questions submitted by bidders, clarifying details such as voltage, RPM, motor HP, pipe configuration, and required components for the fan coil units. The IFB indicates this is a 4-pipe system, with filters and a 4-position, 3-speed rotary switch and thermostat included. The TDCJ confirms that Texas building code requirements do not impact this purchase, and that no additional heaters or valves are required, as the units will be connected to the existing boiler system.
The related state and local contract opportunity provides further details, specifying that this is for the procurement of chilled water fan coil units by the TDCJ. The IFB outlines the bidding requirements, including compliance with state purchasing rules, instructions for submitting bids, and the award criteria. It also includes information about preference requirements and the need for bidders to submit a HUB Subcontracting Plan outlining the subcontracting goals and good faith efforts to utilize Texas-certified Historically Underutilized Businesses (HUBs). However, the document does not provide specifics on the quantities, response dates, due dates, site visits, bidder's meetings, award dates, or the term of the contract.

COMPANY NAME:
Q1: Could we please have the voltage verified for each of the units being requested?
A1: 120V.
Q2: Can we please have max rpm for each system being requested?
A2: 3*HBC-3: 1050; 4*HBC-3: 1050; 10*HBC-3: 1550.
Q3: Can we please have the motor HP for each system being requested?
A3: 3*HBC-3: 1/20; 4*HBC-3: 1/12; 10*HBC-3: 1/4.
Q4: Is this a 2-pipe or 4-pipe system?
A4: 4-pipe system.
Q5: Are filters and filter panel needed with the equipment?
A5: Filters should be included, if they are not please provide.
Q6: Are 3-way valves needed?
A6: No.
Q7: Any ball valves needed?
A7: No.
Q8: Any circuit setter needed?
A8: They are only needed if they are necessary. If this can be quoted without them, then no.
Q9: Any Y-Strainers needed?
A9: No.
Q10: Any Pete’s Plugs needed?
A10: No.
Q11: Any speed switched needed?
A11: A 4-position, 3-speed rotary switch and thermostat has been sourced and is being tested on an existing unit.
Q12: Any thermostats needed?
A12: A 4-position, 3-speed rotary switch and thermostat has been sourced and is being tested on an existing unit.
Q13: Any 24v controls needed?
A13: No.
Q14: Secondly, Does TDCJ not have to follow Texas building codes? Since ~2018 Texas Adopted
IECC 2015 which requires fractional hp motors to be EC. The models below are PSC motors and do not meet the code requirement.
A14: This code does not affect this purchase.
Q15: There are no heaters shown or spec out- do we need to include electric heaters? If so what are the sizes in kW.
A15: There are already 6 brand new water heaters installed on the unit.
Q16: Please clarify –“Hand is determined by facing the blower end.” Facing the blower end, meaning looking at the fan’s intake or the fan’s discharge?
A16: The way each fan coil unit was assigned was by standing in front of the unit and looking at what side the two water lines and drain lines were on. If you’re looking at the unit from the center of the room and the drain/water lines are on the left, then it is left-handed.
Q17: Do we need to include the CHW valves for the units? If so, need to know size and type.
A17: No, the unit has 212 of 330 valves on-site already.
Q18: Is there any heat required for these fan coil units?
A18: No.
Q19: If there is heat required, is it electric heat or hot water coils?
A19: Heat is not required.
Q20: If there is heat, what capacity heat is required for each type of unit? For reference, there are 5 different units specified in the solicitation.
A20: Heat is not required.
Q21: Please list what type and capacity heat is required for each of the 5 types of units if the heat is different for all units.
A21: All heat is provided by the boilers that are in the circulation loop.
Q22: How many rows are required for each of the chilled water coils?
A22: All fan coils have 3 rows of coils.
Q23: Is there a specified FPI (fins per inch) required for the chilled water coils?
A23: No specified fins measurement.
Q24: Please list out all coil connection sizes if known for both chilled water coils and hot water coils if necessary.
A24: There is only one set of lines coming into fan coils and those are 5/8” OD. There will be controls in the mechanical room that will switch from chill water to boiler water.
