About this file

This document is an addendum to Invitation For Bids (IFB) #TMD25-FMO-0036305 issued by the Texas Military Department for the Killeen RC HVAC Replacements project. The project involves the replacement of three (3) 4-ton and one (1) 2-ton natural gas split Heating, Ventilation, and Air Conditioning (HVAC) systems, including the condenser, filter base, copper lines, drainage lines, and exhaust vents. The bid submission deadline is not extended by this addendum. Bidders must acknowledge receipt of this addendum either by completing the designated sections, acknowledging it on their bid submission, or through a separate letter or email.

The addendum also includes a question-and-answer document that clarifies the scope of work, including the requirement to replace copper lines if the new units require different sizes, replace the drain lines with new PVC, and transition the furnace with a metal plenum instead of duct board. The project is located in Killeen, Texas, which falls under the jurisdiction of Bastrop County and the La Casita CDP.

HVAC Replacements

Question and Answer Document

Question: Ar we allowed to bid equivalent equipment as long as it meets the same specifications and these supporting documents will be provided?

Answer: Yes

Question: The IFB states that we are to "perform the replacement of three (3) 4-ton, natural gas split Heating, Ventilation, and Air Conditioning (HVAC) systems to include condenser and filter base, two (2) 2-ton natural gas split HVAC systems", however, there are only four units listed on the specifications and only 4 units were mentioned at the site visit. Are we changing out 4 units or

5 units?

Answer: was supposed to read three (3) four-ton and one (1) two-ton HVAC systems

Question: The IFB states that "All copper, drainage lines and exhaust vents will be changed out."

Is it mandatory to change our copper line sets if they are in good condition? Does the entire exhaust vents have to be changed out, or just the connections at the furnaces?

Answer: If new units require different size copper lines they shall be changed. If not changed, flushing copper lines is required, and new piping insulation shall be installed either way without splitting insulation tubing. Drain line shall be replaced with new ¾” PVC

Furnace shall be transitioned with metal plenum NOT Duct Board, but use of canvas connector fire rated is acceptable.

Question: Section C.1 states “replacement of three (3) four-ton…and two (2) two-ton HVAC systems,” however, on the job walk, the POC stated that there were only three (3) four-ton and one (1) two-ton HVAC systems that needed to be replaced. Please advise the correct number of

HVAC systems to be replaced.

Answer: was supposed to read three (3) four-ton and one (1) two-ton HVAC systems

Question: Section C.1 states “All copper, drainage lines and exhaust vents will be changed out,” however, on the job walk, the POC stated that the lines only need to be flushed, not replaced.

Please advise correct scope of work.

Furnace shall be transitioned with metal plenum NOT Duct Board, but use of canvas connector fire rated is acceptable.
