About this file

This document is an addendum to a Request for Proposals (RFP) issued by the Texas Department of State Health Services (DSHS) for laboratory courier services. DSHS is seeking to award one or more contracts for the transportation and delivery of human test specimens within specific time frames. The required services include package handling and transportation, real-time tracking, pick-up and delivery schedules, service disruptions response plan, reporting requirements, and driver training. The service areas cover portions of the state of Texas, and the contract term is up to 5 years. Proposals are due by November 18, 2024 at 10:30 AM Central Time, and DSHS will evaluate them based on qualifications and experience, project work plan, and cost, making a best value determination for contract award.

The RFP includes requirements related to historically underutilized businesses (HUBs) and financial solvency. There is no incumbent vendor listed, and the RFP states this is a new initiative funded through the state's IT budget. The historical compensation under similar contracts has been approximately $2,400,000 per fiscal year, but DSHS makes no guarantee of volume, usage, or total compensation. Respondents must provide detailed pricing information in the required format.

HHS Responses to Vendor Questions

Question # Reference Vendor Question Response

1 Section 2.1.1, Service Areas Is it possible for multiple Units to be picked up at once? Or is it possible for a driver to make multiple stops in an area and bring multiple units from multiple pick up locations in one trip?

Yes, it's possible for several packages to be picked up at one stop and for drivers to make several stops in one area. All packages are picked up in each zone based upon the daily schedule or will call criteria.

2 Section 6.6.3, Alternate Report

Section 6.6.3 requests a balance sheet, income statement, statement of changes in financial position, cash flows, and capital expenditures. Since our bank only requires a balance sheet and income statement, will DSHS accept these two documents as sufficient financial reporting?

No. Respondents shall submit all required financial statements in Section 6.6.3.

3 Section 6.6.3, Alternate Report

Section 6.6.3 requests financial statements from the latest quarter. Our most recent completed quarter with financials is Q2 2024. Will this meet the requirement?

Yes.
