About this file

This document is an Attachment to Addendum 1 for a Request for Proposals (RFP) issued by the Texas Department of State Health Services (DSHS) for Laboratory Courier Services. The RFP seeks to award one or more contracts for the transportation and delivery of human test specimens within specific time frames. Respondents must demonstrate their readiness to secure and maintain the required equipment and support to fulfill the RFP requirements. The RFP includes details on the communication protocols, schedule of events, procurement access, submission requirements, proposal screening and evaluation process, as well as information on the Historically Underutilized Business (HUB) Subcontracting Plan.

The RFP provides historical compensation data of approximately $2,400,000 per fiscal year under similar contracts, but DSHS makes no guarantee of volume, usage, or total compensation. Respondents must provide detailed pricing information as part of their proposals. There is no incumbent vendor listed, and the RFP states this is a new initiative funded through the state's IT budget. The RFP also includes requirements related to financial solvency.
