About this file
This document is an amendment to an Invitation for Bid (IFB) issued by the Texas Department of Criminal Justice (TDCJ) for asbestos services. The IFB covers all TDCJ facilities statewide and requires air monitoring and onsite project management services during asbestos abatement activities. The work will be performed under current Texas asbestos regulations, and the TDCJ will accept the use of personnel licensed as a combination Air Monitoring Technician/Project Monitor. Bids are due on 10/04/2024, and the amendment responds to questions from bidders about the scope of work and licensing requirements.
The IFB is for asbestos services in Van Zandt County, Texas. The contract will be awarded to a qualified vendor to provide the required air monitoring and project management services. There is no specific information provided on pricing, set asides, incumbents, funding sources, or other financial details.

COMPANY NAME:
1. Facilities that will be covered under this IFB: the Solicitation Description lists the Ellis unit in
Huntsville, TX as the location where services will be needed, but Exhibit J.3 lists that services will be required in facilities statewide; if the TDCJ will need services provided to facilities statewide, can a list of these facilities be provided? Farmer has multiple offices situated throughout the state, and we can match up each facility with one of our offices in our response, to help illustrate that we can provide convenient and effective services to meet your needs.
Answer 1: This includes all Texas Department of Criminal Justice facilities.
2. Air Pollution Control Services: The Solicitation lists “Air Pollution Control Services”, while
Exhibit J.3 describes the required services as Air Monitoring and Onsite Project Management services during the performance of asbestos abatement activities; will the TDCJ require only asbestos abatement Air Monitoring and Onsite Project Management services, or will additional
Air Pollution Control Services (i.e. Mold Air Sampling, Airborne Lead Testing, Indoor Air
Quality, Radon Testing, etc.) be needed? Many members of our team are cross-trained in several inspection, testing, and air sampling disciplines, and can provide one or more of these services at any of your locations as needed.
Answer 2: Just for asbestos at this time.
3. Texas Asbestos Health Protection Rules: Exhibit J.3 references the requirements for work to be completed under the Texas Asbestos Health Protection Rules (TAHPR) 295 regulations (25 TAC
§295.58 (i) and §225.49 (e)); these regulations have been revised/replaced with current regulations (25 TAC §296:
https://texreg.sos.state.tx.us/public/readtac$ext.ViewTAC?tac_view=4&ti=25&pt=1&ch=296);
will this work be performed under the 295 regulatory requirements, or will work be performed under the current regulations governing asbestos inspection and abatement activities? Knowledge of this will be helpful in ensuring that Farmer personnel meet the TDCJ’s regulatory needs for this IFB.
Answer 3: It will follow current regulations.
4. Air Monitoring Technician & Project Manager vs. Air Monitoring Technician/Project Monitor:
Exhibit J.3 requires that all personnel utilized for work under this IFB be licensed as Air
Monitoring Technicians and Project Managers; however, current TAHPR 296 regulations (see
Item 3) have included the introduction of a combination Air Monitoring Technician/Project
Monitor (AMT/PM) license (25 TAC §296.55 -https://texreg.sos.state.tx.us/public/readtac$ext.TacPage?sl=R&app=9&p_dir=&p_rloc=&p_tloc=
&p_ploc=&pg=1&p_tac=&ti=25&pt=1&ch=296&rl=55); this license combines the requirements, responsibilities, and duties of both the Air Monitoring Technician and Project
Manager. Would the utilization of personnel licensed in this manner be acceptable to perform work under this IFB, or will the TDCJ require personnel with separate Air Monitoring Technician and Project Manager licenses? Knowledge of this will be helpful in the assignment of properly-licensed Farmer personnel to meet the TDCJ’s needs for this IFB.
Answer 4: A combination will be fine as long as they are properly certified in both areas.
