About this file

This document is an addendum to a Request for Proposal (RFP) issued by Bastrop County, Texas for Grant Application Writing and Grant Administrative Services of any awarded funds for the FEMA Hazard Mitigation Grant Program (HMGP) related to three federally declared disasters: FEMA-DR 5487 (Texas Windy Deuce Fire), FEMA-DR 4781 (Texas Severe Storms, Straight-line Winds, Tornadoes, and Flooding), and FEMA-DR 4798 (Texas Hurricane Beryl). The addendum provides clarifications on the County's current project plans, mitigation priorities, and revisions to the proposal evaluation criteria, specifically allowing points for HUB/Affirmative Action participation from the prime or subcontractors.

The RFP seeks a professional services contract to assist Bastrop County in the application preparation and overall management required to apply for and implement any awarded HMGP funds related to the three declared disasters. While Bastrop County has not finalized specific project proposals, they are considering submitting previously proposed drainage projects as alternate options and anticipate additional new applications. The County indicates that potential projects for the two more recent disaster declarations (DR 4781 and DR 4798) would likely be drainage related.

ITEMS FOR ADDENDUM #1:

Q: Can Bastrop County provide any information on its currently proposed project(s) so that these projects can be priced accordingly?

A: Bastrop County has not decided on possible projects but would consider submitting some previously submitted drainage projects selected as alternate projects under previous HMGP program calls. Additional new applications are anticipated.

Q: If the Bastrop County does not have any currently proposed projects, can the County provide any information on its mitigation priorities (e.g., drainage, generators, planning, etc.)?

A: Projects would have a nexus to the declared event, so the potential projects for DR 4781 and DR 4798 could be expected to drainage related.

Q: In the proposal evaluation criteria, the HUB/Affirmative Action (Proof of Current Status) has been given a maximum of 5 points. Would Bastrop County consider granting points if the Prime (i.e., non-HUB) has a HUB subconsultant (Proof of Current Status) on the team?

A: Any proof of HUB/Affirmative Action participation from the firm or their subs, that are identified as a group that would be assisting with the application/administration process, will be awarded points on the final scoring criteria.
