About this file

This document is an Addendum to a Request for Proposal (RFP) issued by the University of Houston-Clear Lake (UHCL) for diploma printing services. The RFP has a proposal deadline of October 4, 2024, at 3:00 PM CT. The addendum addresses various questions and answers related to the requirements, including the mandatory use of an intaglio engraved masthead, 4-day print and mail turnaround, diploma code translation management system, 24-hour express service, option to return diplomas to the university, and diploma management software features such as automated signature library and eDiploma service.

The RFP indicates that UHCL is seeking a vendor to provide comprehensive diploma printing services, including specific requirements around security features, mailing, and additional services like diploma preservation. The university is not open to alternative solutions or flexibility on most of the key requirements outlined in the RFP, as evidenced by the firm "no" responses to the majority of the questions.

RFP No. 759-25-005 BID NAME: Diploma Printing University of Houston-Clear Lake Proposal Deadline: October 4, 2024 @ 3:00 PM CT

ADDENDUM No. 1 Date: September 20, 2024

Questions and Answers

Q: Is the Intaglio Engraved Masthead mandatory? Would a flat print masthead be acceptable similar to the picture below?

A: Yes; No

Q: RFP section 6.2, General Information, states: “All diploma and certificate orders are to be printed and mailed within four business days.” Is UHCL open to partnering with a vendor with slightly different SLAs than those provided in the RFP?

A: No

Q: Section 6.2.d describes the requirements for a Diploma Code Translation management system. Can UHCL please specify approximately how many codes are currently in use and how often they are changed/updated?

A: Unknown

Q: Section 6.2.f lists the requirements for a 24-hour Express Service. Is the University open to partnering with a vendor who offers an alternate solution for an express service? For example, we cannot meet the 24-hour print and mail turnaround time; rather, we offer a local print solution wherein we provide customers diploma shells so they can print orders on campus as needed.

A: No

Q: Section 6.2.h describes the requirement for users to have the option of ordering certain diplomas to be “Returned to the University” instead of mailed to the graduate. Would UHCL accept a solution that enables diplomas to be returned to the University, but only on a batch basis? E.g., the whole order can be returned to the University or the whole order can be mailed to individual graduates, but orders cannot be split?

A: No

Q: In section 6.2, the paragraph following subsection i, is a description of the security features that UHCL desires in its diploma management software. Our solution is managed via CSV file upload only. Would UHCL consider an alternate upload method to the one described, or is it a firm requirement?

A: No, this is a requirement

Q: The requirements state that the diploma management software must have an automated signature library at no charge, that signatures must date back to any date desired by UHCL, and that the software must automatically sort and print the appropriate signature for each diploma.

Our solution leverages diploma templates instead of a signature library, meaning we store premade templates with every required signature in all required combinations. For this reason, to avoid having an unmanageable number of templates, we don’t recommend that customers attempt to use historical signatures. Is the University open to this sort of solution?

A: No

Q: The second paragraph at the top of page 18 indicates that UHCL would like the awarded vendor to offer a diploma preservation service and advertise that service via a brochure included with each mailed diploma. Is the University open to partnering with a vendor that does not offer diploma preservation services, or is this a firm requirement?

A: No, this is a requirement

Q” The bulleted list on page 18 describes UHCL’s desired features for an eDiploma Service. We noticed that UHCL wishes for eDiplomas to only be offered as an optional service, at cost, to graduates. Is UHCL open to alternative methods of fulfillment? For example, bundling the print and digital diploma so students receive one of each without needing to place an order. We find this ensures the best possible alumni experience and delivers other beneficial outcomes, such as equitable access to digital credentials.

A: No
